Study On The Financing Mode Of Private Finance Initiative Based On New Urbanization Construction

The new urbanization has become a social development,in the rapid development of morden society.However,the governments' financial funds are still the main source in the traditional urbanization construction,which were used to urbanization infrastructure construction.The single investment mode is not conducive to the development of urbanization.At the same time,too much intervention that government makes for some projects,The market can not achieve its natural regulatory role.That leads to wasting lots of resources,and limits economic development in the future.Based on the bottleneck problem in the traditional model,the most important thing is to collect a large number of funds which used for building the new urbanization and make full use of its value.In view of China's national conditions-private capital is abundant,so PFI model is led into in the new urbanization process,that is to say,different projects which are belong to he new urbanization construction were carried out the appropriate PFI project type.The practice can solve the government's plight in the traditional construction process and take advantage of the value of money.Based on the analysis of the current situation of PFI model applied in infrastructure construction and other fields,this paper accessed to and analysed of a large number of literature about PFI model in the field of infrastructure construction,combined with a series of principles which includes public-private partnership theory,land circulation model theory,value for money theory,AHP analytic hierarchy process and fuzzy optimization Model,it mainly studies three aspects.First of all,based on the value-for-money theory,this paper analyzes the VFM of PFI model in the process of new urbanization.It is mainly based on the three aspects which include the reasons of the VFM produced in the new urbanization construction,the judgment standard and the calculation method.Finally,the paper introduces the VFM effect in the new urbanization construction by introducing foreign PFI project data,and then demonstrates the feasibility of using the PFI model to develop the projects in the new urbanization construction in China.Then,in order to efficiently combine the PFI model with the new urbanization project,the new urbanization project and the PFI project will be classified according to certain criteria.The fuzzy evaluation index system about PFI project type was established,which was based on aiming at the key influencing factors and nodes of the whole life cycle of the new urbanization project,and the subjective weight assignment is carried out by AHP analytic hierarchy process.The binary comparison scale matrix is obtained according to the fuzzy decision theory,the consistency is verified and the weight of each index was caculated by MATLAB programming.Adoption the method to determine the new urbanization projects suitable for the PFI project types.A building construction project of construction waste resources integration was introduced at the same time in this part,by using AHP-the subjective weight assignment and fuzzy optimization model,to determine the appropriate PFI project types.Finally,the paper use land circulation models for reference and study of PFI project from the three-dimensional development-financing path,operational way,development direction.The three aspects make the PFI project more comprehensive,three-dimensional in urbanization construction.
