The first city in the world maybe appeared about in 10000~8000 BC at the Middle East, But after several centuries since then, the process of urbanization was very slow, the urban scale and scope are not more affected. From the 1 to the 3 century AD, the ancient Greece and the Rome advocate city atmosphere, the formation of the first moving towns in the Middle East and Europe, and then due to the decline of the ancient Rome Empire in the year fifth Century and the urbanization was failed. From the 10 to 11 century AD, the second world urbanization movement then slowly formed up. Especially with the development of world trade, the town was booming.The word "urbanization" first appeared in "critique of political economics", written by Marx in 1859.In this book, Marx said "modern history is rural urbanization, unlike the ancient ones, is the city village" when he talked about the separation of urban and rural and city development. Since then, research on urbanization develops slowly. However, accurately speaking, the urbanization with modern meaning should occur after the industrial revolution. The rise of the industrial revolution in eighteenth Century promoted the development of city with the hitherto unknown. The industrial revolution goes with the rapid progress of science and technology, which makes the large-scale industrial production being possible.While the production became the gathering place of the population, just fit the change of production mode, and the transformation of the mode of production is also promoting the further development of the aggregation of the population and the city. It is for this reason that the true meaning of "industrial city" originated in the birthplace of the British Industrial revolution. Subsequently, other industrial power of urbanization has made great development under the impetus of industrialization. This is not only the rich symbol, is also a symbol of civilization. Before the industrial revolution, the city was only a place of few people lived. From 1800 to now, the world population is increased by nearly six times, urbanization has become the necessary stage for the development process of developing countries, and it also becomes a booster of developing countries become developed countries. But even so, the urbanization rate is only 50% globally in 2012, which means that there are still nearly half of the population lives in towns outside. From a global point of view, the future urbanization still has a broad space for development, especially the urbanization development in developing countries. In the past century, urbanization can be said to be one of the greatest impact on human society and social process, and so far, the urbanization is almost the only one considered to be a direct indicators of modernization and economic growth.As the world’s largest developing country, also the most populous country in the world, China’s urbanization is not smooth. After the founding of new China, in the development of urbanization process, we have both rapid development and stable development of urbanization, and we also have stagnant stage.However, whether China’s urbanization is fast or slow, China’s urbanization level is high or low, regardless of the current problems of urbanization in China, promoting China’s urbanization level enhances unceasingly in this direction is in the affirmative, to realize China’s modernization, we must improve the level of urbanization. If China wants to enhance it’s the level of urbanization, in addition to improve the domestic policies and regulations of their own, we must also learn from urbanization experience and lessons from other countries. Throughout the whole world, the countries which can provide experience and lesson for China’s urbanization maybe more, but there are similarities with respect Chinese urbanization background, process, quality level, population and so, India is one of the countries china can learn from.India is one of first urbanization countries in the world, but its urbanization development is slow, certainly, India is also one of the fast urbanization countries in recent years.According to Record, as early as in 1586, India has 3200 towns and 120 cities. But, until the end of nineteenth Century, India’s urban scale has no substantive expansion. Therefore, when study and discuss the India urbanization, we always take the beginning of twentieth Century as the beginning of India’s urbanization. Through out the whole twentieth Century, the urbanization of India has experienced a development process from slow to fast, and form the own characteristics and patterns. This article mainly summed up India urbanization, including the process of India’s urbanization, characteristics of urbanization, the existing problems and the institutional factors of restricting the urbanization development of India. The aim of studying India’s urbanization is to promote the Chinese urbanization development, provide experience and lessons for Chinese urbanization, and reduce the emergence of the problem, try to avoid detours. Therefore, it is necessary to scientifically summarize the experience and lessons of the urbanization in India.We know that, in fact, in the development of urbanization, china and India both have some similarities, including starting point of urbanization, background of urbanization, Specifically, both country are traditional agricultural countries, are countries with a large population, and the level of urbanization are seriously lagging behind the world standard level of urban, and developed imbalance in industrial structure and employment structure. In the process of urbanization, there are super, super large city. In the face of these same background factors, although there are some differences in the urbanization about China and India, including development speed of urbanization, development level, development power, the national population policy and the role of government etc. however, the experience of all the development process of India’s urbanization, can be used as china’s urbanization experience or lesson, for example, about the city the scale of development and the housing for rural labor transferring from Rural to urban, in the process of urbanization in India, the emergence of a group of big city, big city, the mega city, the infrastructure of these cities is extremely weak, and also the emergence of numerous slum in these mega cities, these seriously affect the quality of urbanization in India. The consequences of India’s urbanization give china some warning, how to solve the city population over expansion and the improvement of urbanization quality. Compared with the Chinese policy of population transfer, migration policy in India is more relaxed, the government on the migration of almost no policy restrictions, India rural surplus labor can migrate freely in India.Objectively speaking, the population migration policy in India has both disadvantages and advantageous, the advantage is that the policy guarantee the right of every people to move freely in the country, it also promotes the development of urbanization, but the disadvantages are also obviously, moving freely makes some big cities Population expansion overly. In the process of urbanization in china, especially before the reform and opening up, population migration is restricted; since the reform and opening up, the people in the rural have the right of moving freely, however, China ’s registration system seriously affects the quality and level of urbanization.So far, although there is 53% of the population living in towns and cities, however, those migrant workers in the urban have no same social security, medical security which urban residents enjoy.In academic circles, almost all scholars think the maximum resistance is the household registration system for urbanization in china, but throughout India’s urbanization policy, under current situation in china, if we cancel the household registration system, only for promoting the urbanization, then, the Phenomenon of a large number of slums around India city may appear in China’s cities. But, if you do not cancel the household registration system which limits on population mobility, it can seriously affect the quality and the level of urbanization in China. Therefore, must carefully study these problems and their causes in the process of urbanization of India; put forward the corresponding countermeasures for the healthy development of China’s urbanization.In view of this, this article has conducted the research from the following several aspects:First of all, the paper takes a detailed analysis for urbanization thought of Marxist classical writers, the urbanization with Chinese characteristics and western urbanization theory, all this give a theoretical foundation for analyzing the lessons in India and the strategic choice of new-type urbanization with Chinese characteristics。Second, analyzing the Chinese urbanization process, characteristics, achievements and existing problems, mainly analyzing the problems and characteristics of Chinese urbanization, Through 60 years of urbanization development, China has gradually formed a road of urbanization with its own characteristics and make great achievements,such as diversification of rural surplus labor force population,a multilevel system of city development, the City group becoming urbanization spatial strategic subject, the urbanization is mainly guided by the government and so on.of course, there are still many problems in the urbanization of China, including the urbanization of "Person" lagging behind the Urbanization of "object",the overall level of Urbanization is lower, the development speed of urbanization Ups and downs, and the Urbanization with dualistic structure.Third, analyzing the experience and lessons of urbanization in India for China’s urbanization, Combing the historical evolution of urbanization and summarizing the characteristics of urbanization, the existing problems and the experience and lessons of urbanization in India. It is pointed out:The problems in the process of urbanization in India are worth our caution, in order to avoid these problems and promote the development of urbanization in China, we must accelerate urbanization development, Transfer the rural labor force orderly, and coordinate the development of different industries and must improve the urban development system.Fourth, based on analyzing the evolution of urbanization, historical features, the problems in china and lessons learned of urbanization in India. Put forward the development strategy choice of new type urbanization with Chinese characteristics.To promote the development of urbanization in China, must be "human centered", the orderly transfer of agricultural population of people, promoting the integration of urban and rural development, optimizing the layout of urbanization, improving the ability of sustainable development of urbanization, improving the urbanization development policy, reforming the urbanization development system, promoting the development of urbanization with a history of patience, not anxious.Urbanization is an inevitable result of industrialization and the route of realizing modernization. The experience or lessons of urbanization in India can give us a reference for urbanization in China.The report of the party of The Eighteenth National Congress of the CPC put forward new ideas of the development of urbanization, including promoting positively interaction between urbanization and industrialization, coordinating the benefit relationship between urbanization and agricultural modernization, ultimately promoting industrialization, informatization and urbanization, agricultural modernization simultaneously development. These point out the direction of China’s future development of urbanization not only, but also put forward new demands.From the development of Chinese urbanization, we can understand we have many problems, of them, the key problem is, "people" do not realize the full sense of the urbanization, and the concrete manifestation is:the speed of urbanization of land urbanization faster than people urbanization in the urbanization process of china, although the body is urbanization, but the soul is not urbanization, that is to say, the transfer of rural population in many aspects, not really integrate into the city.Therefore, promoting the "human centered" urbanization, taking the road of New-Type Urbanization with Chinese Characteristics, in a certain sense, it is exactly the basic conclusion of experience and lessons learned for Analysis urbanization in India.
