Study On The “Tail Drag” Of Coal Resources In The Process Of Urbanization In Jiangsu

Resources are an important guarantee for promoting economic development and urbanization.Traditional urbanization theories often emphasize the positive role of natural resources on the development of urbanization,but there are few studies on the constrains and reverse effects of urbanization.With the rapid development of economy and urbanization,the constraints of resources and environment on the economic growth and urbanization are becoming more and more prominent.Urbanization depends on natural resources,and its process is bound to be restricted.We can define this phenomenon which the slowing down of urbanization due to resource constraints as the “drag value”.Jiangsu province is located in the eastern coastal area of China with a relatively high level of economic development,Energy consumption structure based on coal,However,Jiangsu is a limited resources province with less coal reserves and production,Coal production in 2016 is 1367.91 ten thousand tons.Jiangsu economy is inseparable from the supply of coal resources,So the limited nature of coal resources will limit the development of its economy and urbanization.Starting from the theory of resource constraint and urbanization,this paper state the mechanism of coal resources on urbanization,On the basis of C-D production function model,this paper constructing the “drag value” model of coal resources constraining the development of urbanization.The paper selects Jiangsu for the study sample and estimates the coal resource “drag value” and environmental pollution “drag value” for 2000-2016 years in Jiangsu province.The results of the study show that the “drag value” of coal resources and environmental pollution on urbanization is 0.0567 and 0.0495 respectively,Total “drag value” is 0.1062.It is indicated that coal resources and environmental pollution do have certain restrictive effects on the process of urbanization in Jiangsu province.The irrational exploitation and utilization of coal resources will hinder the economic and urbanization development of Jiangsu province.The paper suggested that we should pay more attention to the development of resource-saving urbanization,and improve the development a utilization of coal technology,and focus on energy structure optimization and environmental protection.This will help eliminate the “drag value” of coal resources constraint in the process of urbanization.
