The 18th CPC National Congress pointed it out that,the new urbanization in the future will become the important carrier of completing the process of building a moderately well-off society in all aspects in China.Furthermore,it also contains the most potential factors to leverage domestic demand.Joseph Stiglitz,the famous Nobel Prize winner,has made a conclusion that,the continuous development of science and technology in the United States as well as China's urbanization will become the two major topics in 21 Century.Both the Chinese government and foreign scholars have given high attentions to the development of new urbanization in China.In recent years,the development of China's urbanization has already made some huge achievements.Furthermore,experts say that China's urbanization rate will reach 60%in 2020.Despite of the rapid growth rate,China has paid a huge price for development of urbanization during the past several years.Based on this,we should abandon the traditional development mode of urbanization.Moreover,we need to explore the main resistance factors which restricting the construction of new urbanization then to complete the transformation of the development of new urbanization.This becomes a very important strategic significance to realize the harmonious development of the speed and quality in the construction of new urbanization and complete the process of building a moderately well-off society in all aspects in China.First,the paper explored the resistance factors of new urbanization in our country,from the core principles of new urbanization development and taking the input of economic growth factors as the logical starting point of the research.Based on this,the paper studied the influence mechanism of resistance factors in new urbanization.Then,the paper built the different assumptions under constraint condition and unconstrained condition according to the hypothesis of Romer,and concluded the new urbanization growth drag expression through theoretical derivation.After that,the paper try to measure the constraint force of resistance factors in new urbanization by using the spatial panel data model.Through theoretical and empirical analysis,the following conclusions are drawn in the paper:Firstly,the resistance factors in the development of new urbanization in our country at present is education,energy and pollution factors;Secondly,due to the existence of spatial spillover effect,the process of economic growth and the development of urbanization in different regions is not completely independent,therefore,in the future,urban agglomeration should be the main form of urbanization and the relationship between regions should be strengthen;Thirdly,we calculate the growth drag values of education,energy and pollution factors,which are 5.14%,1.04%and 1.25%respectively.The constraint force caused by the three kinds of resistance factors in China's new urbanization process was 7.43%.To consider that,there will be at least one million rural residents' identity transformation process be delayed during the new urbanization process annually.As for those reasons,we shall strive to walk out a new urbanization road,which pays more attention to resource-saving,and build an environmentally friendly cities,based on the core value that respect more for the development of human beings.
