In fact, studying the spillover effects of agglomeration of manufacturing agencies in central cities on manufacturing industry,is to evaluate the economic benefits brought about by the agglomeration of producer services,so as to provide countermeasures formulate industrial policies about agglomeration planning for the government. However most of the previous studies are based on the national level, which may lead to a too wide range to reflect the regional differences, either based on provincial or municipal level,of which the scope is too small to promote the research conclusions. In terms of the spillover mechanism of producer service industry,it belongs to the phenomenon of spatial geography, when studying the gathering of productive service industry,it is not appropriate to ignore the influence of spatial factor, whereas during the process of regional integration, the economic behavior within the region constantly mutual. However, most of the existing studies did not take into account the spatial factor, use the common panel model. In this paper, the panel data of 2003 to 2014 of 26 cities in the Yangtze River Delta city are selected to explore the spillover effects of agglomeration of producer service in central cities on surrounding cities manufacturing industry,so as to formulate industrial policy for the government and provide countermeasures to urban agglomeration planning. This paper first analyzes the reasons for the agglomeration of producer services in central cities and puts forward that due to the mismatch between supply and demand, producer services in central cities will overflow to the periphery cities, pointing out that the spillover paths mainly include spillover of talents, spillover of capital,The division of labor and the gathering of externalities. And then use the location quotient index of the Yangtze River Delta city group 26 cities in 2004 to 2015 to measure the concentration of producer services. The results show that for the whole country, the Yangtze River Delta urban agglomeration of the overall location of the service industry in the vicinity of 1,is not high;when it comes to the central cities,Shanghai?Nanjing and Hangzhou——three central cities, the producer service agglomeration of which are so high that their location quotient index significantly greater than 1.The next, using the global spatial autocorrelation and local spatial autocorrelation statistical analysis,it is found that there is spatial correlation between the industrial output value of each city during the sample. Finally, through the empirical analysis,it is concluded that the development of manufacturing industry is positively related to fixed asset investment, foreign direct, information level and turnover rate, and the influence of spatial correlation can not be neglected in empirical analysis. In addtion, seeing the area as a whole, due to the "self-government" among the various cities, the policy of developing the producer service industry has led to the vicious competition within the industry, which has squeezed a large amount of resources, which has resulted in the "crowding-out effect" of the manufacturing service industry,at the same time, the producer services of the three central cities have produced synergies and have a positive spillover effect on the manufacturing industries of the surrounding cities. To sum up,the central city of the Yangtze River Delta producer service cluster on the periphery of the city's manufacturing development has a positive spillover effect.
