Research On Village Level Land Use Planning Base On Rural Revitalization Strategy

Since the policy of reform and opening-up,huge achievements have been made in economic growth and social development,especial the development of agricultural sector.But due to the long-established urban-rural dualism,development was limited deteriorating "three conflicts"-conflics between the urban and the rural,land division and separation of man and land.Meanwhile,the rural still undertakes the mission of ensuring food security,protecting the ecological environment,inheriting traditional culture and ensuring the income of hundreds of millions of farmers.Since we are at the stage of high-speed urbanization and industrialization,the population and land of the rural still take a large proportion.Issues concerning agriculture,countryside and farmers is related to the national economy and the people’s livelihood.To solve the current contradiction of rural development,19th CPC National Congress proposed the implementation of the strategy of Rural Revitalization to revive rural population,land and industry.So under the policy of "Rural Revitalization",it is significant to study Village-level Land to revitalize land resources,improve rural environment and enhance rural value.At present,China adopts the five-level planning system of "national,provincial,city,county and township" in the compilation of the current general plan for land use.At the same time,we should increase the pilot project of compilation of land use planning at the village level.The Ministry of land and resources has formulated The technical guidelines for the compilation of land use planning at the village level.However,limited to the traditional planning method of land use overall planning,in the practice of the overall planning of land use at village level,it still focuses on the allocation of land use indicators from top to bottom,the structure of various land use and the adjustment of layout,and the implementation of comprehensive land renovation project.The planning of village-level land use is faced with the problems of lack of rural characteristics,lack of coordination,difficulties to define the type of land use,the difficulties in the implementation of land use indicators and the poor practicability of space control.The plan failed to build the coupling pattern and system of "man-land-industry" for rural revitalization,and failed to effectively optimize the rural population structure,industrial structure and land use structure.Based on the analysis of relevant literatures at home and abroad and existing theory and method of land use planning,this paper studies connotation,theoretical foundation,contents of planning,techniques of compilation of land use planning at village level from the perspective of Rural Revitalization combining the practice of land use planning in Zhangdian village,Pinglu County,Shanxi Province.This paper tries to build compilation content and method of land use planning at village level of"people-land-industry",following the law of rural development.First,the paper defines the connotation of the land use planning at the village level,and then explores the theoretical basis of the land use planning under the Strategy of Rural Revitalization;secondly,it defines the contents of village level land use planning;lastly,it constructs the idea of village land use planning,and takes Zhangdian village in Pinglu County of Shanxi Province as an example to carry out an empirical study of land use planning at the village level.
