The Study On Village-Level Financial Management In Hunan Province Under The Background Of Rural Revitalization Strategy

On April 29,2021,the 28 th meeting of the Standing Committee of the 13 th National People’s Congress adopted the law of the People’s Republic of China on Promoting Rural Revitalization,and listed it as a development strategy of our country.The Rural Revitalization promotion law expounds three aspects: the management of collective assets by rural collective economic organizations according to law,the rational development of collective resources and the practical use of collective funds,which indicates that China attaches importance to the "three capital" management of rural collective economic organizations,and puts forward new requirements and standards for the standardization,openness,transparency and informatization of village level financial management.At the same time,in the context of the Rural Revitalization Strategy,standardizing the village level financial management is not only an effective guarantee to promote the orderly progress of various rural economic management activities,a real concern to maintain the stability and harmony of rural society,but also the fundamental requirement to realize the Rural Revitalization Strategy and solve the problems of "agriculture,rural areas and farmers".This paper takes the village level financial management in Hunan Province under the background of Rural Revitalization Strategy as the research object.In the early stage,through reading a series of domestic and foreign documents and the author’s visit and investigation of many rural collective economic organizations in Hunan Province,the author has a macro grasp of the current situation of village level financial management in Hunan Province,At the same time,it summarizes the four problems of village level financial management in Hunan Province-talent,system,supervision and information construction,and traces the causes of the problems.Finally,by introducing two typical cases of A town in Ningxiang city and B town in Yiyang City,this paper summarizes their financial management experience and enlightenment,and puts forward the optimization scheme of village level financial management in Hunan Province under the background of Rural Revitalization Strategy: First,talent driven,that is,improving the employment mechanism and paying attention to comprehensive quality;Second,institutional regulation,that is to improve the institutional system and strengthen organizational construction;Third,supervision is in place,that is,deepening financial disclosure and condensing supervision force;Fourth,science and technology empowerment,that is,promoting integration and sharing and optimizing platform functions.The author also hopes that the targeted optimization scheme can help Hunan village level financial management problems to be effectively solved under the background of the Current Rural Revitalization Strategy,and put forward more adaptive and applicable schemes for the improvement and perfection of China’s village level financial management problems,so as to help the modernization of China’s Rural Governance capacity and governance system,Accelerate the realization of the strategic goal of Rural Revitalization.
