Study And Practice On Village Planning Under The Background Of Rural Revitalization

In order to implement the strategy of rural revitalization,and give priority to planning and advance it in an orderly manner.In the background of the new era,which rural revitalization and the reform of the spatial planning system of "multiple planning integration",the village planning has been endowed with new connotation.This study takes the village revitalization as an aspect,explores the method of "multiple planning integration" type village planning,and takes Dahuang village in Baofeng county,Henan province as an example to guide the practice of village planning.The research results are as follows:It defined the basic requirements of village planning under the background of rural revitalization.First is the implementation of the "multiple planning integration",while the rural construction planning,land use planning,land consolidation planning,rural industry planning,rural revitalization planning,etc.,combined into one,to achieve a village only compiled a planning requirement.Second is to highlight the rural characteristics,no copy the urban planning,no make the village planning like urban planning,but "mountain,water,forest,field,lake,grass,and residence" system,which coordinate and unified the planning.Third is the grass-roots planning,which planning to implementation,to ensure the village fall into the ground,which can both control the master planning of indicators and the pattern of space development and protection.This based on the large scale map of village,reflects the systematic control of "top-down",construction and management and to give the villagers of village autonomy,reflect the system evolution of the "bottom-up".Finally,the planning results are simple and clear,convenient for villagers to use.It put forwards the basic content of village planning under the background of rural revitalization.First,according to the overall requirements of rural revitalization,clear objectives of village planning;Second,demarcating the basic farmland protection red line.Ecological protection red line and village construction boundary scientifically optimize the "three living" space,and plan the reasonable spatial development pattern.Third,to make a clear leading industries and scientifically plan.The rural industries responsible to the resource endowment and the comparative advantages of society,economy and culture.Fourth,to improve the rural living environment,focusing on the village housing,public facilities,infrastrueture,streets,greening and safety and other construction projects to arrange;Fifth,to take the "mountain,water,forest,field,lake,grass and residence" as the whole,the basic principle of the ecological system are utilized to carry out the comprehensive land improvement planning and design and improve the function of the rural human-land system.Finally,to control and manage the space which should be carried out to clarify.And village planning should be taken as a part of the village regulations,which use to improve the level of space governance effectively.It carried out village planning practice exploration under the background of rural revitalization.The planning used in the paper has a guide significance to the village planning practice of Dahuang village in Baofeng county,Henan province.The planning combines the rural revitalization,village construction,industrial development,ecological protection and spatial governance,which can be used to guide the rural revitalization development and the spatial governance of the village.
