Along with rapid development of the communication technology,a strategy of"powerful network country" was proposed in the 13th five-year plan of China and the complete business operation license in the communication industry is fully issued.Facing a new round of fierce market competition and great development opportunity,all communication enterprises are accelerating their strategic transformation to enhance their corporate competitiveness.The enhancement of the business management level is crucial for the enterprise to enhance its core capacity and achieve its development strategy.As an important part of the business management,the performance management helps the enterprise achieve the strategic objective,which is the most important tool for its strategic management.At the beginning of being list,Hunan Telecom Branch,China Telecom introduced the advanced management concept,i.e.performance management.With practice and promotion for these years,it plays certain facilitation for the business management,but there are still lots of problems and the effects are not satisfactory.At present,China Telecom implements the strategic transformation.Therefore,it will be very urgent and of significance for Hunan Telecom about how to greatly improve its performance management system and promote the performance management to achieve the strategic transformation.With Hunan Branch,China Telecom as its research object,this article first states the background and significance of the topic selection of thesis,organizes the development progress and main research results of the performance management at home and abroad and proposes the theory and method based on which it conducts the analysis and research.Second,through investigation and research on the corporate development conditions and performance management activity of Hunan Telecom Branch,it is found that the performance management has deviation in terms of the concept and method,which results in lots of problems during the implementation of the performance management.Third,this article analyzes the problem source again,designs the improvement plan for the performance management system with such performance management theories as balanced score card method and KPI method according to the corporate strategic development requirements and states the implementation steps in detail.Finally,it defines the implementation guarantee measures of the improvement plan for the performance management system of Hunan Telecom Branch and states them in terms of the corporate culture,organization,performance system and salary allocation mechanical.Through research and design,the new performance management system masters the scientific law of the performance management,is led by the strategy,has scientific design,highlights the performance communication,pays attention to the performance result application,concerns the performance culture construction,which have real guiding significance for the business performance management.Through investigation and research and by using the scientific theory of the performance management and linking theory with practice,this article makes a complete improvement plan for the performance management system of Hunan Branch,China Telecom,which is helpful for it to promote the strategic transformation through performance management and provides a train of thought and indicates a path for it to continuously improve its performance management.
