Baotou Rare Earth High-tech Zone Of The Regional Innovation System Measures

The national hi-tech zones have played an important role in the regional economic and social development, and which is a result of the position and contribution of the hi-tech zones. In such a historical period when China is confronted with critical turnings and reforms in course of the development, the central government has put forward new requirements for the growth of the hi-tech zones. It is now becoming increasingly more imperative for the Baotou Rare Earth Hi-tech Zone to set up an innovation system for the purpose of strengthening its interior competition capability. Based on the concerning theories, this paper executes a study on how the Baotou Rare Earth Hi-tech Zone, as one of the national hi-tech zones, to build up a regional innovation system aiming at starting a new undertaking.Firstly, the paper starts with a comprehensive presentation of the theories related to the regional innovation system, and clarifies that the whole system should consist of various sub-systems such as organization innovation, rules and regulation innovation, policy innovation, course innovation and infrastructure innovation, as well as the key elements and special functions of each and every sub-systems.Secondly, based on the concerning theories, the author analyzes how to establish an innovation system in Baotou Rare Earth Hi-tech Zone and the problems that should be paid attention to, for example, how to build up the regional innovation system of Baotou Rare Earth Hi-tech Zone, how to implement the policy orientation of the regional innovation system based on the industrial group, and the points that should be attached great importance on such as the integration of production-study-research in course of build-up of the system.Applying the theories of regional innovation system, this paper focuses on the study about how to establish and implement the regional innovation system in Baotou Rare Earth Hi-tech Zone, and puts forward some specific measures, which will be a practical reference for the other national hi-tech zones who are keen on setting up an innovation system and starting a new undertaking.
