PPP:A Study On The Path Of Government Purchase Environmental Services

The PPP model is a long-term cooperation mechanism based on risk sharing and benefit sharing between the government and the private sector,through the prior contract and the fulfillment of their respective responsibilities and obligations in the delivery of public goods or services under the contract,ultimately the government,the private sector and the public achieve tripartite altogether wins.In the current context of the lack of environmental services in China,it is necessary to use the PPP model to improve the level of environmental service supply,so as to better solve the problem of environmental pollution.It can be said that the PPP model is a innovation path for the government to purchase environmental services,it played a significant role.But whether it can solve the inherent disadvantages of China's environmental services purchase mechanism,whether China's political and economic environment can provide the soil to realize localization development of PPP model,all these issues need to be studied further.This paper first introduces the background and the significance of this research topic,explains the research methods used in this paper,and defines the concepts of the government purchase of environmental services and the PPP model.Then analyzes the important role and significance of the application of PPP model in the purchase of environmental services from the perspective of environmental protection,public sector and private sector.Finally focuses on the case study of S city A waste incineration power generation project,on the basis of summing up the positive effects of this project,this paper analyses the problems and the reasons deeply from the law,government,enterprises,social four aspects,and puts forward the countermeasures.This article suggests that we can take the following measures to make PPP better applied in thegovernment purchase of environmental services: Improve the relevant laws and regulations of PPP;Improve the regulatory system;Establish mechanism for investment and repaying;Establish a system of information disclosure;Establish a fair and effective risk-sharing mechanism.
