Green is the only choice to realize the sustainable development of the Chinese nation.After paying a bitter environmental cost,green development concept occupies an important leading position in leading the current economic and social development.In order to achieve the objectives of sustainable development,must consider how to achieve a common vision,and technological progress as the economic development of a country of origin,in the economic growth and the new pattern of industrialization has played an irreplaceable role,and green technology as a new form of ecological civilization from the perspective of technological progress,expand and promotion of technological progress,can become a powerful support for promoting green development.In this context,in-depth study of green technology progress and national development concept highly consistent,has important theoretical and practical value.This paper takes into account the energy and environmental factors of the green total factor productivity index obtained by the decomposition of the green technology as the research object,this is to observe and judge our past and current situation of sustainable development from a new perspective,but also for the future development of the green point of deep exploration.This paper focuses on the index of green technology,the research content mainly includes:(1)Using the DEA-Malmquist non parametric growth accounting model of China,2004-2015(not including Tibet)30 provinces green TFP and its decomposition indexes were analyzed by calculation and distribution.(2)Method and sigma convergence,absolute and conditional convergence analysis of the evolution trend of green technology progress of kernel density estimation(3)Factors affecting the progress of green technology to analyze,select related indicators of environmental regulation,industrial structure,market level,and test the hypothesis of Potter.The main conclusions of the study include:(1)Index of green technology progress is a decisive factor in most of the provinces Chinese green total factor productivity index,in 2004-2015 national green technology progress is generally good,individual years,index of green technology progress are greater than 1.(2)With the index of green technological progress to improve the conditions of convergence,the index of the green technology differences,the gap between the provinces that had no obvious decreasing trend,but increased to their equilibrium level convergence trend.(3)Environmental regulation,industrial structure,marketlevel of green technological progress index effect has great differences,which,in the environmental regulation of the eastern and central regions to verify the Potter hypothesis of green technological progress effect,at the same time that the Potter hypothesis is to reach a certain level of economic development.(4)In order to further improve the green level of technological progress,the ultimate goal of realizing the sustainable development of China provinces,for each region should be targeted timely rolling adjustment of environmental regulation intensity and optimize regulation means,improve the industrial structure and energy consumption structure,improve the mechanism of government support for innovation,to further promote the market reform.
