The Analysis Of Resettlement's Policy-executing In Panlong Area Of Nanning Wuxiang New District

With the land requisition and demolishing in process of urbanization,the government sectors faced a public management problem,which is resettlement's policy-executing in new city districts.This paper focused on the policy's executing of resettlements in Nanning new district.Using Panlong district of Wuxiang new area as sample,with system analysis,this paper analyzed the policy's offering,executing,efficiency,and effects.The purpose of this analysis is to find out the inherent regularity of resettlement's policy-executing,recognize the key factor of policy-executing effect,provide references for policy making of Nanning new district resettlements,and offer feasible countermeasures for optimizing the policy-executing system.To reach this purpose,this analysis used monographic study,comparative study,literature research,and field research.The analysis find out some issues of resettlement's policy-executing in Nanning new district as following:1.Multi-subjects decision making issue 2.Multi-subjects participation have impacts on efficiency issue 3.Executing method issue 4.Executing system issue 5.Benefits barriers and negative investments.This paper aimed at constraint of resettlement's policy's-executing in Nanning new district,and provided some measures for solving the issues the analysis find out:1.Learning from advanced experience and management idea 2.Improving the enforceability of decision and policy making 3.Enhancing the scientific and authority of decision making 4.Configuring logical duty of executing body 5.Strengthening management objective 6.Optimizing methods of resources contribution and technology using.
