Research On Effect Evaluation Of Municipal Overall Plan Of Industrial Injury Insurance In Fujian Province

In the design of social insurance system,the design of social insurance overall level determines the fund management system and management system,also determines the accuracy and consistency of the industrial injury insurance policy standards,is important for the healthy development of the industrial injury insurance system it is self-evident.Improvement of the social insurance overall level is an important goal of the social insurance system has been in the process of reform and development.At present,there are the majority of the provinces and cities in the country to implement the municipal co-ordination level of industrial injury insurance,while some provinces implement provincial level of industrial injury insurance.Since 2009,the Fujian provincial industrial injury insurance began to implement the regional planning.In seven years,in the municipal co-ordination of the principle of "six unifications" under the constraints of Fujian Province industrial injury insurance has made great progress,in the maintenance fund running smoothly,has played an important role in safeguarding the legitimate rights and interests of workers,but also accumulated a lot of flawed".How to achieve a smooth transition from the industrial injury insurance municipal co-ordination to the provincial level,the overall level of ascension and practice to eliminate the defects in the system,the industrial injury insurance play to maintain economic and social development of the "stabilizer" function,the thorough research and the need to make the appropriate institutional arrangements.It states the research purpose and meaning;comments the domestic and foreign literature research;introduces research approaches.Firstly,it clarifies the relevant notions about the industrial injury insurance and social insurance overall level,lays a good foundation for the research on the basis of the required theories such as Marxism Social Security Theory,Dispassion-efficiency Theory,and Public Policy Theory.Secondly,it studies intensively the development of the industrial injury insurance system in Fujian province and the background of promoting the overall level of work injury insurance system;comprehensively explicate implementation situation of the industrial injury insurance "six unifications" municipal co-ordination.Finally,based on the shallow discussion to promote the implementation effect of industrial injury insurance in Fujian province,put forward to improve the overall level of industrial injury insurance,to define the division of responsibilities among departments,to improve relevant regulations and detailed rules for implementation,to allocate fund resource rationally and build a multi-level system of industrial injury insurance and other initiatives.This paper aims to research on this topic,summarizes the current practical experience,rich industrial injury insurance theory,Fujian province for the optimization of the industrial injury insurance system design level,to explore the perfection of social security system.
