A Study On Regional Differences And Causes Of The Level Of Chinese Work-related Injury Insurance’s Disability Benefit

Work-relate injury compensation is the treatment which for guaranteeing employees who injured at work and their relatives’basic life and compensating for lost wages. Work-relate Injury Insurance’s incomplete treatment as the most important part of the Work-relate injury compensation, has played a dual role in compensation for the loss of labor force and the protection of workers and their family. China’s industrial injury insurance system development started late, the industrial injury insurance the territorial management, the overall level is not high, the industrial injury insurance treatment of disability policy fragmentation serious, resulting in the different regions of the treatment of work-related injury insurance disability level difference serious alienation.The treatment of work-related injury insurance is different from other social security programs, which has the dual roles of compensation and benefits. What is the level of work injury insurance treatment in all areas? Can the compensation effectively compensate the labor value and the basic life of the disabled and disabled workers in the injured workers due to disability? What is the difference of the level of work injury insurance in various regions? What are the factors that affect the level of disability treatment? These are problems urgent need to solve in current policy research on the treatment of work-related injury insurance.On the foundation of the measuring regional industrial injury insurance treatment levels, the regional industrial injury insurance treatment levels were compared. And the facts influencing the level of treatment were analyzed through research method such as correlation analysis and interview analysis.The following conclusions are drawn in this study:The treatment level of injury insurance is low in all areas. And there is a difference in the level of injury insurance between different regions and different levels of disability;The reason why regional work-related injury insurance treatment has differences are the regional industrial injury insurance policy formulation at different times, different regional industrial injury insurance historical policy, the different preferences of the department heads and different emergency situation.The government should raise the level of work-related injury insurance’s one-time compensation level.Restrictions on payment methods for work-related injury insurance compensation should be cancelled. The level of work-related injury insurance compensation in each area of China should be consistent. The rationality of work-related injury insurance policy making should be promoted.
