Study On Implementation Of Overall Land Use Planning Of Dongtou District Of Wenzhou City

Land is a valuable resource and asset.In recent years,with the rapid development of economy,the land demanding of all levels of government has expanded rapidly,and a large number of land resources have been developed and utilized,while industrialization and urbanization speeding up.However,due to the government leaders' view of political achievements,the government attaches importance to construction and despises planning,thus the overall land use planning is not effectively implemented.Many land resources are extensively development,and land resources waste seriously.Dongtou District is the only one island in Wenzhou City.With the improvement of traffic(a dike across the sea finished),the local economic development turns to the marine economy,which ushers new opportunities for development,which will speed up the urbanization.However,the administrative area of Dongtou is not large and the land use area is limited.It is a huge project to strengthen the implementation of the land use in Dongtou district of Wenzhou city,in order to avoid the waste of land resources.Based on the collection of domestic and foreign literature,the paper tries to find out the existing problems in the implementation of overall land use planning in Dongtou district of Wenzhou city,by investing the local survey data of Dongtou Wenzhou,statistical data of local national economic development,and the completion of overall land use planning,land use structure data and other data-based comparison.Through the use of public policy implementation,government regulation,system theory as the theoretical basis,combined with the survey,the paper uses the public policy implementation-Smith model to analyze the reasons for the implementation of the overall land use planning in Dongtou Wenzhou.Based on the experience of implementation of land planning both at home and abroad,this paper puts forward some countermeasures and suggestions on how to perfect the overall planning of land in Dongtou district of Wenzhou city from four aspects:policy objectives,implementing agencies,target groups and environmental factors.It is hoped to contribute to the completion of the overall planning of land utilization in Dongtou Wenzhou to accomplish the expected goals.
