Agricultural Product Traceability System Under "Base Out And Market Access"

With the continuous development of national economy, and the continuous improvement of people’s living standards, the consumption of agricultural products gradually shift from the original simple to adequate food and clothing to a higher level of the pursuit of health. Agricultural product quality and safety problem receives more and more attention by consumers, to ensure agricultural products the safety of the whole process from "farm to table" is an urgent problem to be solved by the plant production and processing enterprises, the government supervision department. Agricultural products traceability system is an effective means to guarantee the quality and safety of agricultural products, it can be used to track and trace every link of the whole supply chain of agricultural products, not only from positive tracking supervision preventing safety accidents, also able to trace from the reverse immediately to find the root cause and responsibility main body when the quality and safety incidents occur. The study of agricultural products traceability system has important theoretical and practical significance, this research mainly from the following aspects:First of all, analysis and research the key theory and technology in the traceability system, after comparing gap our country agricultural product traceability with developed countries, we analyzed the problems existing in the implementation and management of agricultural products traceability. A "base out and market access" management model has been put forward based on the status quo of the bull management in agricultural products traceability.Then, using the method of game analysis, we established a tripartite asymmetric evolutionary game model among enterprises, governments and consumers. The conclusion shows that increasing the traceability by promote the implementation of the enterprise and consumer recognition, provides the basis for the construction of the traceability system.What’s more, agricultural products from "farm to table" at different stages of production, processing, logistics and management process has been analyzed, through the study of traceability process of agricultural products logistics, we found out the critical traceability points, avoiding the problem of too large amount of trace information.Finally, we analyzed the present situation of the application of market access disconnect in the existing traceability platform. On the basis of stakeholder analysis and process analysis, an agricultural products traceability platform has been established. Which includes information release and query, risk prevention and control, finance and financial, warning, and other functions, could improve the agricultural products supply chain coordination control and management.
