The Study On Yongjia County Food Safety Regulatory

Since ancient times,food is the necessary material for human survival and development of the premise,for the human society,food safety problems bring a very negative impact on not only the health of everyone,but also the steady development of the whole society.In recent years,China's food safety incidents has occurred repeatedly,these events not only greatly damaged the interests of the community,threatened our citizens' health,but also brought negative influence to the social stability and the credibility of the government.Therefore,the study of food safety supervision is of great significance.In October 1,2015,China formally promulgated the implementation of the new version of the "Food Safety Law",this article is based on this background,doing the research on Yongjia County food safety supervision situation.This article adopts the methods of literature research,comparative analysis,interview and so on,research on the current situation of food safety supervision in Yongjia County,Wenzhou,Zhejiang.In order to improve the food safety supervision system in Yongjia County,the author carries on the thorough analysis to the Yongjia County food safety supervision system,food safety regulatory changes since promulgates the new "Food Safety Law" promulgated and implemented,to explore new solutions for the food safety supervision in Yongjia County.This study has a total of five major components: the first is the introduction,mainly for the purpose and significance of this study,introducing the research status at home and abroad,the content and methods of this research.The second part is the theoretical basis,mainly describing the relevant concepts and theoretical basis.The third part is the focus of this paper describes the present situation of food safety supervision in Yongjia County,summarized the main achievements of the Yongjia County food safety supervision since the implementation of the new "Food Safety Law",since the new "Food Safety Law" implemented in Yongjia County,food industry index showed an increasing trend,food operators online and offline behaved more standardized,the popularization of the law and the severe punishment mechanism have been implemented.At the same time,it reveals the main problems of food safety supervision in Yongjia County in the process of food production: the number of regulatory objects is large,the situation of regulatory objects is complex,the education level of regulatory objects is low,and the internal supervision has not been played;the supervisory team is too small,the supervision task is so heavy;and the social supervision input is insufficient.Also,it analyzes the causes of above problems from three angles including the regulatory object,regulators,social supervision through the dimension of cognition and mechanism.The fourth part draw lessons from eight counties of Heze City of Shandong Province on the food safety supervision of the main measures and the way to find out the problems,based on this,advancing the corresponding solutions,such as to further improve the legal system of food safety regulation related and regulatory system,do a good job in Yongjia County food safety legal system propaganda,promote food safety management and so on,finally achieve the goal of ensuring food safety.This paper explore the countermeasures of Yongjia County grassroots food safety supervision mode effectively,provide a reference for the local government to reform and improve the food safety supervision system,enrich the theory of government regulation China localization,food safety regulatory loopholes in solving problems at the same time,to further protect the public health needs,improve citizens' trust in government,promote the rapid development and has a certain significance to maintain social harmony and stability in the county economy.
