A Study On The Influence Of Regulation Intensity Fluctuation On Food Safety Under Policy Burden

Food safety is an important guarantee for maintaining human health and life safety,and the series of dilemmas in the process of food safety regulation is one of the important reasons for the current food safety incident.Local governments are the main regulators of food safety in the region,however,because local governments' regulatory behavior is influenced by their political objectives and economic objectives,which will certainly affect the choice of local government food safety regulatory behavior.Under the system of fiscal decentralization and promotion of the tournament system,the local government's regulatory behavior will deviate from the public service target,thus distorting the direction of food safety regulation.Therefore,this paper analyzes the impact of policy burden on the fluctuation of local government regulation from the perspective of local government incentive,and then studies the impact of food safety regulation intensity fluctuation on food safety.This is of great theoretical and practical value to solve the dilemma of current food safety regulation and improve food safety.First of all,this paper combines the political system of China,analyzes the existing problems and the formation mechanism of food safety regulation system,and explains the importance of analyzing food safety from the perspective of policy burden.Secondly,by constructing the game model of each stakeholder,this paper analyzes the influence of local government's policy burden on the fluctuation of control intensity and the influence of control intensity fluctuation on food safety.Thirdly,this paper uses the empirical analysis method to discuss the influence of policy burden on the control intensity of food safety and the influence of control intensity change on the safety of food.And the relevant factors influencing the effectiveness of regulation are studied.In addition,the regression results were tested for robustness.Finally,the paper puts forward some policy suggestions for reconstructing China's food safety control system.Through the study of the relevant content,this paper draws the following conclusions:First,the policy burden has a negative impact on the intensity of food safety regulation.Through the game analysis,this paper finds that when the local government's policy burden is higher,the greater the probability of collusion between local government and food enterprises,the lower the intensity of food safety regulation.At the same time,through the empirical research,it is proved that the policy burden of the growth rate of the food industry and the growth rate of the catering industry as theproxy variable has a significant negative impact on the intensity of food safety control at 1% and 5% respectively.Second,the intensity of food safety regulation has a significant impact on food safety.Through the game analysis found that when the food regulation intensity is high,the food business will only produce qualified food.At the same time,empirical studies have shown that food regulation intensity has a significant negative impact on the 1%level of food safety events.This shows that the improvement of food safety regulation intensity can indeed reduce the occurrence of food safety incidents,and improve food safety.Third,the policy burden can reduce the effectiveness of food safety regulations.Through the empirical analysis,it is found that the cross of the policy burden and the intensity of food safety control is positively correlated with the number of food safety events at 1% level.This suggests that the increase in the intensity of food safety control is greater in areas where the policy burden is greater than in areas where the policy burden is greater for improving food safety.In order to enhance the safety of Chinese food needs to reconstruct the Chinese food safety regulatory system.First,by strengthening the local government food safety regulation performance evaluation,so as to reduce the policy burden on food safety regulation intensity fluctuations.Second,by breaking the local government and food enterprises in the pattern of interests,so as to change the food safety regulation of the "sports law enforcement" situation.Fourth,by relaxing the regulation of food prices,so as to improve the safety of food.
