In recent years, many food safety incidents have erupted threatening people's life and health, which have been given unprecedented attention by all the countries. Development of economic globalization and trade incorporation strengthened fluidity of risk, making the risk happened in one country spread quickly to all over the world, worsening the problem of food safety. Safety is one of the most important values of law, and the importance of safety about public interest and the interest of the whole society is getting more obvious.This article discussed the regulation of food safety which is a problem regarding to politics, economy, sociology and law on the basis of clarifying the theories on the regulation of food safety, and analyzed theoretical and practical obstacles on the regulation of food safety of China from multiple angles of law, sociology and economy. From this we can see that our country's food safety regulation mode still needs to be improved.From the practical side, studying on some developed countrys' food safety regulation modes, we can find out the international trend such as regulation system centralization, having independent coordinating organization, from final product regulation to through regulation, from regulation on technical level to system innovation, from confusing food safety standards to unified food safety standards, etc. whereas our country's food safety regulation still has problems such as unclear right and responsibility of multi-subjects regulation, strengthening on final product regulation but ignoring through regulation, regulation law lacking of systematicness and operability, backward technology and confusing standards, etc, which reduced the efficiency of our country's food safety regulation and increased the difficulty of the regulation reform.At last, based on scientific theory, international experience, regulation mode's characteristics and practical possibility the article established our country's food safety regulation mode bringing forward that the regulation regime should be divided into three parts from different angle of view and different level of regulators, and completing the regulation system about risk analysis, standard, credit, and responsibility, trying to offer the relevant department of government the advice on decision-making and practical activity.
