Study On Analysis Of China's Food Safety Regulatory Based On Policy Network Theory

In recent years,the government rolled out a series of food safety laws,regulations and rules in order to protect people's life,pick up the foreign and domestic consumers' confidence for China's food and restore the economy.For example,general administration of quality supervision,inspection and quarantine issued Food Production and Processing Enterprise Quality Safety Supervision and Management of the Implementation Details in 2005,Standing Committee of the National People's Congress released The Law of Agricultural Products Safety Quality Safety of the People's Republic of China in 2006 and The food safety law of the People's Republic of China in 2009,the state council issued The Regulation of the State Council on Strengthening Food Safety Work in 2012.According to these concerning laws,the food safety regulation can be divided into different parts from production to consumption.This process involoves the ministry of agriculture,quality inspection department,the ministry of health,commerce ministry and so on.Many departments cannot ensure food safety.The severe reality reveal that we need look for new theory and practice to improve food safety status.Until now,scholars were used to focusing on a certain perspective to analyze the food safety regulation.There are only several professors has put forward that it's a dynamic process involving different participations.These participations could be central government and local government,interest groups,non-governmental organizations,scholars,the news media,citizens and so on.They take part in different process from policy making,performing and evaluating.As an analysis methods,policy network can be used to analyze the interactive behavior between the participations and the network structure.The Sanlu milk powder incident happening in 2008 has it's own typical and symbolic characteristic.So this incident still has a lot of implications for the food safety administration at present.It has a strong reference for food safety management and social management.In this paper,it will apply the Rhodes model to analyzing the policy network structure and the related parties' act in the Sanlu milk powder incident.Then,this paper will discuss if the Rhodes model could be used in our country.At the last of this paper will find out the policy network's operating mechanisms and characters in China.
