A Study On Incentive And Evaluation Mechanism About Enterprise’s Intellectual Property Rights Work

The government plays an important role in driving enterprises carry out the work of intellectual property rights.The government can guide the enterprises’ innovation,and effectively encourage enterprises to innovate by giving preferential policies to enterprises in the aspects of finance,taxation,investment and so on.However,the work of IPR management is various,the evaluation of the existing evaluation and incentive policy is not clear,the intellectual property index of various areas covered are not same,and the incentive point is not balanced.So it is necessary to comb the formulation and implementation of relevant policies,and obtain the response of the existing the policy from the enterprise survey.Thus we can grasp the enterprises’ demand with the development of industry.Then adjust the policy target orientation,broaden the channels of policy implementation,and guide the development of enterprise’s intellectual property rights rightly.There are two research goals of this thesis,one is finding out the representative policies of incentive and evaluation of enterprises’ intellectual property rights work,the other one is making clear of implementation of these policies.First of all,we take the policy issuing agencies as the clue and collect the mainstream policy document roundly.Then obtain the theoretical,the national and local government index system under the orientation of intellectual property creation,utilization,protection and management.After that,we carry on the contrast analysis,and find that the policy indicators is inconsistent and unbalanced.Secondly,we take the Tianjin Municipal Intellectual Property Bureau and information and pharmaceutical enterprise for example to analysis the information transmission efficiency between the release institutions and the implementation institutions.Reveal the information blocking in implementation of relevant policies,and make the policy implementation process from the black box to white box.Finally,we put forward some suggestions and countermeasures from two aspects of index evaluation and incentive mechanism according to the results of static and dynamic.
