In recent years,public incident occurs frequently in China,such as the SARS in 2003,the snow calamity in south china in 2008,the explosion hazard in Tianjin in 2015 Tianjin,and so on.The emergency management in China is facing severe test.At present,the institutional structure of emergency management in China is generally confined to the vertical structure.There is a problem in coordination of emergency work tasks between horizontal departments,which needs to be solved urgently.The emergency management department in China gradually pays more and more attention to the coordination and cooperation between departments.Emergency material management is the cornerstone and precondition to ensure that emergency management can be implemented smoothly.The first step is the location of emergency resource supplier.Therefore,the scientific location of emergency resource supplier is quite important.Different from the general location model,in addition to the location,distance and other static factors,this paper contained horizontal cooperate between suppliers and other dynamic factors such as changes in inventory.Combine static factors and dynamic factors and construct a location model of emergency resource suppliers based on LSCP and Multi-agent.Firstly,this model uses LSCP model as the underlying model,which ensures the effectiveness and the full coverage of emergency supply and meets the adequacy and economic requirements.Secondly,regard the multi-agent system as the top model,which simulates the coordination between emergency resource suppliers.It meets the coordination requirements of emergency supply creatively.At last,combine the time and the demand and use the speed of demand satisfaction to reflect the effect of emergency supplies directly.Take the center area in Beijing as an example.The results prove the feasibility of the model.It can provide a new idea for the location of emergency resource suppliers.
