A Comparative Study Of The Comprehensive Capabilities Of Provincial Science And Technology Innovation In Mainland China

Since the beginning of the new millennium,all provinces and cities across the country have proposed plans to strengthen the province by science and technology,and formulate regional science and technology innovation strategies to promote economic and social development at the government level.Objectively measuring the scientific and technological innovation capabilities of various provinces and municipalities is conducive to discovering the advantages and disadvantages of scientific and technological innovation in different regions and comparing and analyzing different regions.Later-developed regions can continuously improve their innovation by learning from the successful experiences of the first-generation regions Ability,and ultimately promote economic and social development.This paper draws on the internationally popular evaluation methods of scientific and technological innovation capabilities,and selects ideal evaluation indicators from two types of scientific and technological innovation input and output index systems.Based on the availability of data and the similarity of alternative indicators,it finally determines that innovation is included.The evaluation system of 4 types of secondary indicators such as basic and technological innovation output,11 types of tertiary indicators,and 31 indicators of 4 tertiary indicators,has processed horizontally and vertically the data processing,determination of weights,calculation scores,and rankings of inter-provincial indicators in mainland China Compared.Comparing the 31 provinces and municipalities from 2010 to 2019 for a total of 10 years,the horizontal and vertical comparisons are presented separately for each province and municipality.Each province and municipality only presents three indicators of comprehensive input of scientific and technological innovation,comprehensive output of scientific and technological innovation,and comprehensive capacity of scientific and technological innovation.Other indicators penetrated into it,briefly summarized the advantages and disadvantages of the development of the region,and proposed corresponding improvement measures,so as to provide a reference for the regional government to improve the region's scientific and technological innovation capabilities.
