The reform of state-owned enterprises is the central link of Chinese economic reform.The state-owned capital management is the lifeblood and key of state-owned enterprises.But at same time the reform of state-owned enterprise can not ignore its commitment to public service obligations.The post universe service,as a public service provided by the postal service,is undertaken by the China Post group.In the past 10 years,the Tianjin postal,as a member of post group,experienced a series of reform such as “separation of administration and enterprise”,“three flows in one”and etc..However,due to the problem of the state financial subsidies to the post universe service not enough,the management system and operation mechanism of enterprise so lag behind,enterprise profitability not well,and etc.,the enterprise goes into the post universe service the serious shortage.In order to improve the situation,at the same time improve the Tianjin Post ability to survive in the market competition,to solve effectively the contradiction between to seek beneficial and to carry out public duty,Tianjin Post need to make major reforms in their management system and operation mechanism.This paper according to the theory of public management and requirement of post public service,to interpret the China Post and Tianjin Post in the reform,to analysis the post reform decide on what path to follow in future.At first,this paper introduces the background of the reform of China Post and Tianjin Post,to analyze the current situation and problems of Tianjin Post,then to put forward the feasible mode in reform.On the other hand,the comparison with the change and innovation in reform from the other advanced provinces and cities,maybe use the experience in Tianjin Post.Then the comparison with the development and reform made of the postal industry of the countries in the world,analysis of development mode of China Post and the future direction of Tianjin Post.Finally from the angle of public service and modern enterprise system,combining with the reform of the separation of postal administration and enterprise of group reform,to put forward some reform measures to set the new thought idea,to strengthen cooperation with the government,to transform managing ideas,to optimize the human resources,to reform the financial system,to establish the culture of enterprise,to strengthen construction of setting public service system,and etc..The Tianjin postal reform view in this paper is combined with the separation of administration and enterprise,and group reform in China postal.The control ability to solve many problems has overstepped Tianjin postal itself.It need to consider from“the national postal chess” point of view,abandoning local protectionism,the reform of Tianjin Post and whole postal management system only to succeed.
