The Research On The Monitor System Of Scientific And Technological Progress Comprehensive Level For District And County Level Administrative Region And Its Application

Science and technology are important to support national economic development, is the most active factor productivity and the main driving force. With economic globalization, economic integration of science and technology and the rise of knowledge economy, scientific and technological progress in various countries or regions of the sustained and stable development of more and more important, China's economic and social order to the development of long-term stability will rely on scientific and technological progress. How to monitor scientific and technological progress level, for the development of science and technology decision making and improve the overall level of science and technology and promoting economic and social development, has become a very interesting topic. With the reform of the national administrative divisions, county-level administrative areas will be dominated counties and districts, the scientific and technological progress of counties and district in our country's scientific and technological progress plays an important role.In this paper, by determining the content of scientific and technological progress, analyze the role of scientific and technological progress on economic and social development, the scientific and technological progress statistical monitoring theory as a guide, learn from Jiangsu, Zhejiang and Guangdong provinces and the national scientific and technological progress statistical monitoring system for advanced statistical experience, with the research group down to the relevant departments of Chongqing, and some counties and districts to carry out research, comments, data collection, serious scientific and technological progress compared to the actual situation in Chongqing, based on established scientific and technological progress of County statistics monitoring indicator system, monitoring standards, monitoring methods.The use of objective analysis, respectively, were constructed for the development of district and county comprehensive scientific and technological progress monitoring indicators system. After comparing several methods of monitoring and evaluation, taking into consideration the actual application requirements, select a comprehensive evaluation of linear weighting method, using the index method to deal with dimensionless index, using Delphi method to determine the weight of each indicator and, in accordance with the economic and social development of Chongqing Science and Technology long-term objective standard to determine the various indicators for monitoring.Finally, based on the analysis of scientific and technological progress and development of Chongqing, According to district and county scientific and technological progress monitoring indicator system, monitoring standards, monitoring methods, monitor the science and technology progress situation of various districts and counties of Chongqing in 2008,based on monitoring results of the districts and counties, analyze the advantages and disadvantages of Chongqing scientific and technological progress, put forward corresponding countermeasures.
