Study On The Integration Of City-industry In The Development Zone Under The Background Of New-type City

In the 80s of 20th century,Chinese government set up development zones as its investment window to promote the development of China's industrialization and make tremendous contributions to the national economic development and social progress.However,the development zone was in the high-speed development,at the same time,also due to its development and transformation of the bottleneck period and faced with a wide range of problems.The origin of the problem is the separation of the city because of the rapid development of industrial and lagging behind the development of urban construction caused.To this end,chinese government put forward the concept of integration of the city,pointed out the direction for the future development of the development zone.Most of the domestic scholars' understanding of the integration of the city is mostly based on "industry" and "city".In the 18th Congress,people-oriented was as the new requirements of urbanization,so we must consider the "population" dimension as the core elements with the theory of industrial clustering,urban spatial theory,population aggregation and other theoretical mechanisms,a more scientific and comprehensive analysis of the development zone of the city integration system.On the basis of the existing research,this paper combs the mechanism of the city interaction,and reconstructs the evaluation index system of the development zone,and takes 68 state-level economic and technological development zones in China as the research object,bases on the principal component analysis method,17 indicators were used to measure the degree of integration of the selected development zones based on the three dimensions of "economy","space" and "population".And on this basis,through the stochastic effect model to analyze the influencing factors of the degree of integration in the development zone.The main research found in this paper as follows:First of all,through the calculation of the integration degree of 68 state-level economic and technological development zones in China from 2009 to 2015,it was found that the overall development trend of China's development zone was well,and there were some differences in time and space.Specifically in:(1)The average degree of integration of city-industry of 68 development zones were in the 3.4-4.2 points,the overall upward trend.In addition,in these 7 years,most of the development zone production city integration score increased year by year.(2)The development of China's development zone is unbalanced,the the average score of eastern development zone is significantly higher than the Mid and West development zone,and the mid is higher than the West.For example,in 2015,the top 10 development zones in addition to Hefei economic and technological development zone and Changchun economic and technological development zone(Huangdao District)are located in the eastern part,only 8 seats from the West of all the top 30 development zones,each accounted for 4 seats.(3)According to the degree of integration of city-industry,the development of the city is divided into four levels.There is no doubt that the basic level of integration are basically in East,but the level of integration is low or very low all over the country,the only difference is that most of the poorly developed development zones in the eastern region been included in the state-level development zones much later.Secondly,we use random effect model to analyze the influencing factors and the influence size of the development zone.The results show:(1)The population density of the development zone has no significant effect on the urbanization of the development zone,and the regional production output value,the area of the development zone,the separation coefficient of occupations,the improvement of infrastructure and the improvement of social service facilities have a significant effect.(2)The positive regression coefficients of 5 significant explanatory variables are positive and positively correlated with the urbanization of the development zone.The regression coefficient of job separation coefficient,infrastructure improvement and social service facility perfection is much larger than the regional GDP and the planned area of the development zone.Compared with the existing literature,the main contributions of this paper are as follows:Firstly,the indicators used in the evaluation index system of the existing development zones include only "industry" and"city" focusing on the "population" dimension of the indicators.Secondly,the existing methods used to determine the weight of the indicates in the literature on measuring the degree of integration are mostly subjective.In this paper,principal component analysis is used to avoid the subjective judgment of weight,but also reduce the overlap of information and simplify the analysis process.Thirdly,the conclusion of this paper is in line with the expectation that the influence of "economy" and "space" on the degree of integration is less than that of "population" and "function".
