With the advent of new era of knowledge economy,innovation drive has replaced technology-driven to become the fundamental driving force for development of economy.At the regional level,with the complexity of enterprise innovation activities,the regional innovation construction is facing more and more serious challenges.There is a profound significance to promote the enterprise innovation from the regional integration level and to improve the abilities of technology innovation and management innovation.At present.scholars have focused on the construction of regional innovation network,the improvement of regional innovation system and the promotion of regional learning ability.They focuses more on the aspect of physical environment and try to explore the core elements of enterprise innovation in the region,however,there is still inadequate research focusing on the perspective of the spirit of the regional innovation on the innovation ability of enterprises.In fact,in the new period of time,some of the traditional Chinese culture already shows its negative role in hindering innovation,especially in promoting sustainable innovation capacity to create innovation bottlenecks,even in some areas which leads to the failure of regional innovation,and the emergence of such problem is clearly linked with the lack of regional innovation climate.Therefore,in order to promote the efficient operation of regional innovation system and enhance the ability of regional enterprises to innovate continuously,we must create an innovative climate from the regional level and improve the innovation environment of regional innovation system.On the other hand,enterprises should change their ideas of development.On the basis of literature review,this paper puts forward the study of the regional innovation climate from the perspective of the social attributes of regional innovation,combining the two aspects of social and organizational innovation of regional innovation,combining with the objective background factors of intellectual capital.The regional innovation climate is the intersection of regional spiritual culture,regional system support and regional learning exchange,and it is the key factor to reflect the active of degree of regional innovation.Organizational innovation is the adjustment and perfection of the organization to adapt to the internal and external environmental changes,reflecting the organization's ability to adapt and innovate.Intellectual capital as the organization has sustained dynamiccapital,the objective impact of the organization for the internal and external environment perceived degree.This paper emphasizes regional innovation climate as an resource and its perceived acceptance of organizational innovation.This paper validates the model hypothesis by using empirical analysis and uses the qualitative analysis of the regional innovation climate scale,which is based on the social capital theory and the emergence theory.The paper also forces on how to effectively build and use the regional innovation climate to promote the sustainable development of enterprises as a motive force,to play the effectiveness of enterprise intellectual capital,to promote the organization of regional innovation climate of perception and the adaptation to achieve organizational innovation ability to enhance the final combination mechanism analysis results.It is proposed to create a regional innovation atmosphere of the promotion of recommendations so that it can better serve the region within the enterprise innovation.The results of this study show that the regional innovation climate can be viewed from three dimensions:regional spiritual culture perception,regional system support satisfaction degree and regional learning exchange degree.From the perspective of multiple perspectives,organizational innovation can be divided from two dimensions:technological innovation and management innovation;intellectual capital is considered using three-dimensional structure,that is,human capital,organizational capital and relationship capital.Regional spiritual and cultural awareness,regional system support satisfaction and regional learning exchange degree have a positive impact on the technological innovation and management innovation of the enterprise;the positive impact of technological innovation on management innovation;the relationship between intellectual capital and regional innovation and organizational innovation,The relationship between regional system support-satisfaction and organizational innovation,and the relationship between regional learning exchange and organizational innovation.There are still some shortcomings in the study.Firstly,although the study of variable measurement is based on the existing literature combing and analysisresults,but due to the regional level of the research level,there are still individual variables measurement dimensions that are needed to be considered.Secondly,due to the complexity of the internal innovation system and the diversity of the practical problems,it is necessary to carry out the dynamic research on the design of the problem through the empirical research method and there is also a higher requirement for the data collection.Due to the ability of the investigator itself,the enterprises surveyed in this paper have a reality that the dominant type is technology,which affects the persuasiveness of the research results throughout the region to a considerable extent.In the future research,we hope to be more in-depth on the theoretical level and explore a comprehensive range of variable measurement in research through various research methods as well as laying a solid foundation for the study of regional innovation.
