Analysis Of Collective Forest Property Right System Reform In Lin'an

Collective forest land is the important land resource of the country,it is the important factor of production of forestry,it is also the important life guarantee for the farmer.The reform of collective forest right system,the implementation of collective forest land management rights and forest ownership to farmers,and the establishment of farmers' main status of management is the expansion and extension of rural household contract management system from arable land to forest land.Is to enrich and perfect the rural land management system.In 2008,the central committee of the communist party of China issued “the opinions on the reform of collective forest rights system about the state council of the communist party of China”,which marked the beginning of a new round of collective forest rights reform.As a big forestry county,the reform of collective forest right system is of great significance to the study of collective forest right system.This paper focuses on the situation,effect and existing problems of the reform of the collective forest right system in Linan city,Zhejiang province,by consulting relevant literature,books,materials,from the angle of the theory of in-depth analysis of the basic theory of collective forest right system reform and research results.The data of this paper are collected through the interview with the relevant staff of Linan bureau.Through a survey of 128 households in four administrative villages in the east,middle and west of linan city,using statistical description method and contrast analysis method,this paper analyzes the practical achievements and shortcomings of the new round of collective forest rights reform in linan,and makes suggestions for deepening the reform measures.Through investigation and analysis,the ecological environment in linan city is continuously optimized,the forestry industry is growing,and the social benefits are becoming more and more prominent after the reform of the new round of collective forest right system.At the same time,The reform of collective forest right system in Lin'an is still faced with this problems : the property rights remain unclear,the forest land circulation is not standardized,the forestry financial service needs to be strengthened,and the market-oriented service is still lagging behind and the compensation standard of ecological public welfare forest still needs to be improved.Therefore,deepening the reform of collective forest right system also needs to perfect and deepen the issuance of Forest ownership certificates,optimize the forest land transfer system,strengthen forestry financial service,perfect the social service system,innovate and deepen the institutional mechanism for ecological forests.
