The Exploratory Analysis Of The Road Of Ecological Forest Tenure Reform

This paper selects the forest reform pilot in Shanxi Province the Taibai S Village as the object of study, combines with field investigation conducted by the author in the S Village Taibai County,the forest reform policy document of Taibai County and S Village and the interviews conducted by author as the main body of this article, the woodland resources and collective forest right system reform of Taibai County and S Village as an entry point,around the " Ecological protection, enrich farmers " of the goal of the new collective forest right system reform,and analyzing the present situation of the dilemma in ecological benefits and economic benefits and the cause of dilemma which produced in the case S village through the collective reform process Then pointed out that the S village make out the road of ecological forest tenure reform as develop the understory economy with its own actual situation,seeking the road to solve for the dilemma of the imbalance of the ecological and economic benefits in the premise of ecological protection. So was the ecological forest reform road of S village perfect really? The author will analysis further, and then put forward the recommendations accordingly.This paper argues that the Taibai S village which locates in the foot of the Qinling Mountains due to the special geographical position and forest land condition, ecological protection is the primary task of the local forest and the primary objective of S village collective forest right system reform, and the corresponding supporting reforms lag behind. This makes S village appeared with green hills and poor farmers, the dilemma of the imbalance of the ecological benefit and economic benefit, the specific performance is the foresters’ economic efficiency low and the village collective make ends meet. And this predicament affects the enthusiasm of the protection of ecological environment in some extent, and influences the countries to realize the goal of ecological benefits.In the face of difficulties, the villagers of S village sent out the voice of realizing to get rich, S village faces to the urgent need of consolidating the reform’s ecological achievements, thus S village develops the understory economy and forest tourism according to the actual situation of this village.Based on without the destruction of ecological environment improve the peasants’ income, improving the enthusiasm of farmers, consolidating the forest reform ecological results, realizing ecological benefit driving economic benefits, maintaining ecological benefit in economic growth, going out of the dilemma between ecological benefits and economic benefits, reaching a real suitable and different from the south ecological forest reform road of " to ecological protection as goal, farmers’ increase income as the power".This paper analyzes that the Taibai country S village is facing a series of problems for the shortage of funds, the failure of market information, the need of improving the forester’s technical level in the development of the forest economy on the basis of investigation.In this regard, the author believed that we should a series of countermeasures of establishing the forestry cooperative organizations in order to reduce market risk, achieving intensive management; carrying out the forest right mortgage loan to get rid of the plight of farmers’production inputs lack of funds; carrying out the assets of the forest resources assessment in order to provide basis for carrying out the Forest Right Mortgage Loan; carrying out technology services work to improve the farmers’technological level of the development of understory planting industry to meet the needs of development of the S village eco-forestry reform road,to promote eco-forestry reform road going longer and farther, to achieve to the collective forest reform’s original intention of farmers’ increase income and ecology protection better.
