Research On Allocation Efficiency Of Network Information Resources And Environmental Factors In Heilongjiang Province

With the continuous development of information society and network economy,network information resources play an increasingly important role in the personal life and economic development.In personal life,the number of network information resources which people got through mobile phones,computers and other terminal equipment is far larger than that of network information resources which people obtained from books,newspapers and so on,and people's clothing,food,living,travel is more and more dependent on the satisfaction which the network information resources brought.In the economic development,with the continuous propulsion of “Internet+”action plan,network information resources become the factor of economic growth little by little,so it is necessary to manage the network information resources.In recent years,the Heilongjiang provincial government proposed “ten big support policies”,issued its first communications local rules and regulations,impled the project of“broadband longjiang” and “speed-improving and cost-reduceing” to promote the development of information communication industry,the internet environment and the network infrastructure in Heilongjiang province has been greatly improved.But network basis resources and information resources of Heilongjiang province is not balanced between the various areas and departments,the digital divide phenomenon is relatively serious.Although the number of network information resources is huge,because each big website lacks effective supervision and control to network information resources,the problem of“information garbage” and “information redundancy” has appeared,that can't satisfy people's demand for network information resources in a timely manner.Based on this,this paper studies the allocation efficiency of network information resources in Heilongjiang province.Firstly,analyzes the current situation and existing problem of network information resources allocation in Heilongjiang.Secondly,on the basis of sorting out the existing network information resources evaluation index,establishes the evaluation index system of network information resources allocation efficiency,uses super SBM(slacks-based measure)model to calculate the allocation efficiency of our country's twenty-three provinces,municipality and autonomous regions' network information resources,and according to the calculated result,analyzes the allocation efficiency of network information resources in Heilongjiang province and the gap with other provinces.Thirdly,on the basis of qualitative analysis to the environmental influence factors of network information resources allocation efficiency,uses Tobit model to analyzes the direction and degree of the influence that the selected factors influence the allocation efficiency of network information resources in Heilongjiang province.Finally,according to the previous analysis,puts forward some countermeasures to improve the network information resources allocaton efficiency of Heilongjiang province.
