With the advent of the new normal economy,the development of China's agriculture has also entered the stage of the development of the new normal.Traditional agricultural production methods are no longer in line with the current requirements of the reform of the agricultural supply side.The optimal allocation of agricultural information resources is not only related to agricultural informatization.As the level of improvement,it as a new factor of production has also greatly affected the transformation of agricultural production methods.High allocation efficiency of agricultural information resources is conducive to achieving a reasonable level of agricultural informatization,saving information acquisition costs for enterprises,and increasing agricultural output efficiency.At the same time,agricultural information resources are considered to be a renewable resource and will also promote the sustainable development of agricultural economy.development of.At present,there are regional differences in the development level of agricultural informatization in China.Practice has proved that the allocation efficiency of local agricultural information resources with insufficient information input is not high.Promoting the optimal allocation of resources is the goal of governments at all levels and related agricultural information companies.It also requires the active participation of various agricultural production entities.The government's agricultural administrative department should play a regulatory role,and market departments should give full play to their own efficiency advantages.The agricultural production entity should strive to improve the use of agricultural information,coordinate and work together to promote the optimal allocation of agricultural information resources in China and improve the efficiency level.This article first investigated the current situation of domestic and foreign research in information resources,agricultural information resources allocation,and agricultural informatization through literature surveys,and explained relevant important concepts and theories.Secondly,facing the whole country,the status quo of China's current agricultural information resources construction was introduced by consulting relevant yearbooks,statistical reports,relevant agricultural information websites,and agricultural databases.The allocation of agricultural information resources is a systematic project.It has the characteristics of large scale,complex structure,integrated functions,and numerous elements.The agricultural information resource allocation system is an organic whole with interrelated elements that canproduce specific functions.The existence of each element depends on the existence of other elements,but also depends on the existence of the environment.From the perspective of system theory logic,this paper constructs the overall framework of the allocation of agricultural information resources,and external environmental factors have an impact on the configuration system.At the same time,it also meets the logic in the subsequent chapter that considers the introduction of environmental variables and has an impact on the efficiency of agricultural information resource allocation.route.Thirdly,taking the input of agricultural information resources as a perspective,a three-phase DEA model was used to calculate the agricultural information resource allocation efficiency of 31 provincial administrative units in the mainland of China in2015 and analyze the corresponding results.The allocation efficiency of agricultural information resources has indeed had a significant impact.The level of urbanization,the education level of rural residents,and the per capita disposable income of rural residents have a beneficial effect on the improvement of agricultural information resource allocation efficiency.Financial expenditure on agriculture is not conducive to efficiency improvement;Before and after efficiency,the integrated efficiency of agricultural information resources in developed coastal regions of the east mostly fell.In particular,the efficiency of Guangdong Province did not reach 0.6 before and after adjustment.The reason is that the imbalance in economic development in Guangdong Province led to agricultural informatization.The imbalance in development has led to the insufficiency of agricultural information consumption;the efficiency of underdeveloped provinces has mostly risen,and the provinces of Yunnan Province and Hainan Province have become technological frontiers due to the improvement of the situation.Finally,combined with the above analysis,this paper proposes policy recommendations for optimizing the allocation of agricultural information resources in China.
