Research On Catering Food Safety Of Changle City Based On Social Co-governance Model

Catering food safety is a systematic social public affairs.But China's catering food safety management has been emphasis on government regulation,ignore the social co-governance.In recent years,the catering as the final step from the farm to oral,catering food safety often frequent public events.This shows that only rely on government departments for catering food safety regulation can not realizing a complete coverage of the whole process,governance.So the Third Plenary Session of Eighteenth Central Committee and the new "food safety law" emphasized the transformation government function,mobilize social forces,to create a catering food safety social co-governance model.Many domestic scholars also for this kind of interdisciplinary and cross-sector social co-governance mode have a lot of valuable research.This article research on catering food safety social co-governance problem for example to Changle.Changle as a small city at the county level,catering with small scale,wide distribution,large liquidity,etc.There are problems,such as the quality of small restaurant operators generally low,food vendors difficult to monitor,poor facilities and equipment,food raw materials procurement quality assurance is not complete,weak network catering supervision,and so on.To explore the causes,mainly in the existing governance model in the existence of legal system is not perfect,over-reliance on administrative supervision,regulatory power shortage,lack of social participation and a series of issues.These problems have the common problems of governance everywhere,and the unique problems of Changle governance.Researching on social co-governance problem for the catering food safety in Changle City,has reference significance on many small towns in China's food safety management.In this paper,guided by public governance theory,the present situation and problems of food safety in Changle are analyzed,the several aspects put forward the feasible and practical Suggestions,through the government leading role,implement enterprise's main body responsibility,effective supervision and organizational citizenship,play media public opinion guidance,promote the orderly participation,the third-party platform set the resources to implement effective management of the whole society,improve the environment for the public dining out,protect the public right of food safety.
