Abstract/Summary:
As the saying goes: "To the people foodstuff is all-important,To the foodstuff safe is all-important." With the development of the economy and society,food safety is closely related to people’s health,economic development and social stability.In recent years,China’s food safety situation is grim,food safety incidents are frequent,and the lives and health of the people are constantly threatened.The public has insufficient confidence in the government’s regulatory authorities,showing a negative attitude and increasing social instability.As the last link of food processing,especially in the small catering industry,catering service is the most exposed to the daily routine of the public,covering the widest range,and it is of great significance to strengthen food safety governance in the small catering industry.Based on the food safety governance in the small catering industry and based on the theory of public governance,this paper analyzes the current situation of food safety governance in the small catering industry in J County,Si Chuan Province,and finds that there are still many problems in J County food safety governance practices in the small catering industry,such as the weak subject of supervision,the risk of hidden dangers,the low efficiency of supervision by the regulatory authorities,the poor protection awareness of consumer rights.The status of development in the small catering industry,the unclear division of responsibilities of the regulatory authorities,the low cost of illegal activities,the poor food safety awareness of operators,the failure of the role of industry associations,and the lack of supervision and guidance by social media are all leading to inadequate food safety governance in the small catering industry in J County,Si Chuan Province.In view of these problems and reasons,this paper draws on the experience of food safety governance in small catering industry in foreign and domestic developed regions,and uses public governance,government failure,market failure and other theories to put forward suggestions and opinions on food safety governance in small catering industry: establishing government-led,operators as the main body,consumers,industry associations and other food safety governance mechanism for small catering industry,multi-subjects to cooperate with each other to jointly govern food safety in small catering industry.First of all,establish a government-led full-process supervision model,based on the transformation of government functions,clarify the responsibilities and authorities between various regulatory departments,form a joint force,strengthen the capacity building of the food safety supervision team in the small catering industry;secondly,establish a market autonomy dominated by operators.The supervision mechanism strengthens the food safety awareness of employees,strengthens the self-discipline of operators in the small catering industry,consciously abides by food safety laws and regulations,operates legally,and conducts self-examination of food safety on a regular basis;thirdly,establish a multi-disciplinary mechanism for the orderly participation of the third sector,perfecting consumers,public opinion agencies,industry associations and other third departments involved in the food safety governance mechanism of small catering industry;finally,establish a three-party cooperative participation platform in food safety governance in the small catering industry,each entity can effectively communicate,cooperate,and benefit each other.
