| With the acceleration of economic globalization and knowledge globalization,innovation has become the new driving force since investment and also the key to enhance regional comprehensive competitiveness.Creating a well-balanced regional innovation environment is a new trend to attract innovative elements.Yangtze River Delta three provinces and one city as the core region of which focus on implementing national innovation development strategy,how to joint all their force to optimize the cooperative innovation environment is the new direction,which their local government functions need turn to.This paper takes this as a starting point,it reviews the relationship between government and market and the connotation of innovation environment,and deduces the role of government and market in the stage of innovation environment development.Based on the game of the government force and market force,this paper analyzes the innovation policy strength of Yangtze River Delta three provinces and one city,to explore how and when the government to delegate and regulate market so as to optimize the environment through joint action.Firstly,this paper organizes the research on regional innovation environment,government and market relationship,finding out there are few researches mentioned the influence of government and market game on regional innovation environment.Secondly,based on the innovation environment theory,this paper figures out the innovation environment structure and its development stage.Based on the game theory of government and market,this paper describes the role of government and market in the process of optimizing the regional innovation environment,and constructs the mechanism of government and market’s function on innovation environment structure and stage.Thirdly,this paper evaluates the innovation policy intensity of Yangtze river delta three provinces one city with the quantitative method of policy valuation.From the perspective of innovation policy,this paper analyze the result of government and market force’s game.This paper use the entropy method to evaluate the innovation environment value of Yangtze river delta three provinces and one city,and analyze whether the government and market status match with the innovation environment stage.The fourth part is the conclusion of this article,including the conclusion,policy recommendations,deficiencies and prospects.According to their different development stage of innovation environment,local governments choose to dynamically adjust their roles and functions.Based on the above research and analysis,the basic conclusions are drawn as follows:First,we need to consider the how local government and the market will behave well when design the environmental policies.Choosing the market or the government to drive the policy effect needs to consider the role they are playing.Second,the Shanghai government’s emphasis on the intellectual property system and the government-industry-university-research’s cooperation mechanism,which can effectively optimize innovation environment and bring high innovation output.The other provincial governments should learn these policies from Shanghai Third,the market plays a decisive role in the allocation of innovative resources such as knowledge,technology and human resources.However,if the development of the region lacks innovation resources and the government should play its leading role in optimizing the regional innovation environment,and vigorously promote the entry of innovative resources.Fourth,hold "triple helix" thought to build"government-enterprise-market" structure,drive innovation environment to innovation ecosystem. |
