With the continuous development of world economy,international competition is increasingly fierce.Technology innovation ability has become a direct impact on the competitive power of state.Through the promotion of the technology innovation ability,the regional economy can have a steady growth.Enterprise is the main body of technological innovation,so their technological innovation capability,not only is the key of winning the sustainable competitive advantage and development, but also plays a significant role in the region economy growth and enhancing competition ability.XPCC shoulders the great mission of reclamation.To realize the healthy and rapid development of economy in XPCC,promote technology innovation ability is the key to its development and progress.And industrial enterprises plays a dominant and leading role in the economy of XPCC.They also contribute the important force of technology innovation activities.Therefore,how to define the enterprise technology innovation ability, build industrial enterprises’ technological innovation ability evaluation index system,select systematic and scientific evaluation method to evalute industrial enterprises’ technological innovation capability, and formulate strategies for the existing problem of industrial enterprises’ technological innovation capability, are the key of economic development and winning the competitive advantage of XPCC.On the basis of summarizing the predecessors’ research, this paper defines the concept of enterprise technology innovation ability, and bases on the principle of evaluation index system to build the large and medium-sized industrial enterprises’ technological innovation ability evaluation index system.Then,it analyzes qualitatively the current situation of the large and medium-sized industrial enterprises’ technological innovation capability in XPCC, by using the entropy weight-TOPSIS method.And the paper measured the technological innovation capability of each division in XPCC.Results show that the technology innovation ability of large and medium-sized industrial enterprise in XPCC in 2008-2013 slightly down at first,and then have a trend of rise with fluctuations.It shows a development trend with shock.The technology innovation output and input are the most important factor of the large and medium-sized industrial enterprises’ technological innovation capability in XPCC, But the environment of the technology innovation is still not notable.In addition,the technological innovation capability of each division in XPCC is not balanced.
