Although the scenery and culture of Xishuangbanna Autonomous Prefecture are fascinating,the tourist chaos is daunting.In recent years,the low-end events in the state tourism market have been frequent,tourism complaints continue to rise,and related negative news has been heard.In the surge of public opinion,it has a great impact on the development of the local tourism industry.In order to restore the order of the local tourist market and protect the lawful rights and interests of passengers.Therefore,the article aims at Xishuangbanna tourism market chaos,from the angle of public management put forward governance proposals.The full text is made up of the following seven parts: Part one: introduction.It expounds the background,reasons,methods and contents of this research,and introduces the research thread and overall framework of the research.This paper summarizes the related literature views about the tourism market governance at home and abroad.The second part: the theoretical basis of tourism market governance.The paper also analyzes the new public service theory,the holistic governance theory,the theory of tourism sustainable development and the theory of tourism stakeholder.The third part: the state of Xishuangbanna tourism market governance.This paper summarizes the current develop ment of the local tourism industry,analyzes the governance subjects of the tourism market,expounds the current market chaos,and interprets the existing market governance policies.The fourth part: the existing problems and reasons analysis of the tourism market governance in Xishuangbanna.From the government policy,industry market,legal guarantee,internal and external linkage governance and specific supervision and implementation,analyze the causes of chaos.The fifth part: the experience of domestic and foreign tourism market governance.We should learn from the experience of China,Hongkong,Japan,the United States,the United Kingdom,France and other five overseas regions,such as Hainan,Guangxi and Guizhou.The sixth part: countermeasures and suggestions of Xishuangbanna tourism market governance.According to the foregoing Xishuangbanna,tourist market chaos and its deep reasons,put forward countermeasures and suggestions.The article concludes that the serious problems in Xishuangbanna's tourist market include: first,the phenomenon of "zero negative clusters" is common;two are mostly bad fake commodities;three,serious infringement;and four,the confusion of the market order.The reasons for the problem include: first,the positioning of the government functions deviation;two is the vicious competition in market prices;three,legal protection is not perfect.Four is the existence of "long management" phenomenon,and five is the lack of market supervision mechanism.By drawing on the advanced experience of other regions at home and abroad,so it should be perfect from the following aspects: the first is to strengthen market regulation,clear positioning of government functions,the two is to promote tourism agency to upgrade and standardize the shop management,the three is to improve the laws and regulations to protect the interests of passengers unfair competition behavior,the four is a clear law enforcement body,implement right,five is to strengthen the supervision of the government and industry to establish a reasonable salary guide and management system.And then achieve the goal of restoring the order of the local tourist market and protecting the legitimate rights and interests of the passengers.
