In China,the rural collective land,which provides reliable living security for farmers,is also the most important and indispensable property right and agricultural means of production for farmers.Production Contracted to Each Household Policy has started China's raural land reform since the reform and opening-up policy was introduced.Every central and local governments of China pay great attention to Rural Land Contractual Management Right,the only way to China's raural land reform.President Xi mentions that in order to deepen China's rural reform,we must perfect and improve China's rural economic management system and study the relationship between rural land ownership and Rural Land Contractual Management Right.The State Council passes and enacts Guiding Opinions About rural land contractual management right and how to develop optium-scale farm management,in which the experimental unit for rural land contractual management right is claimed.Central government's attention and relative policies greatly support the development of rural land contract management right mortgage.But as a result of the long-term insufficient supply for China's rural financial service,difficult loans,high loan costs and slow loans are quite common in the countryside,which extremely restricts the development of countryside and agriculture and hinders the further development of farmers'living conditions and living quality.Therefore,how to break through the restrictions of the land contract management right mortgage loans and how to perfect the relative laws about the land contract management right mortgage loans are important to widen China's farmers' financial channels.Meanwhile,perfecting the relative laws about the land contract management right mortgage loans is of great theoretical significace and realistic value to accelerate the development of China's countryside and agriculture and to improve rural living conditions and farmers' living quality.Based on the farmland financial theory,the modern theory of property right and the theory of separation of three powers,this paper analyzes the research achievements of rural land contract management right mortgage at home and abroad.By using field investigation and case studies,this paper gets the first-hand correlative data and information about Zaozhuang's rural land contract management right mortgage loans.By using static and dynamic analysis,this paper concentrates on Zaozhuang's development process,main measures and cost-benefit analysis of rural land contract management right mortgage loans and compares horizontally and vertically the correlative data and information about Zaozhuang's rural land contract management right mortgage loans.Through analysis,I arrive at a conclusion:Registering the property right,constructing a trading platform,deepening the reform of rural land system,taking risk prevention and control,establishing dispute mediation system and establishing some related support systems such as policy support system,financial service system and judicial protection system land contract management right can help to accelerate the circulation of land contract management right and lessen the real problems of land contract management right mortgage loans,such as difficult loans,high loan costs and slow loans.China's land contract management right mortgage system is not mature.At the present stage,China's land contract management right mortgage system is at the critical stage of gradually establishing systems and innovating products,which is of great importance for the development of China's rural financial market.This paper reveals the realtive measures taken by Zaozhuang for the rural land contract management right mortgage loans,which provides theoretical and realistic reference for China's rural land contract management right mortgage loans.
