The issues of agriculture,rural areas and farmers is the fundamental problem of China and the fundamental guarantee of rural revitalization.To solve the issues of agriculture,rural areas and farmers,we should develop the agricultural economy vigorously and promote the transformation and upgrading of traditional agriculture.However,after more than 10 years of development,there are still problems such as the speed of rural economic development and the lagging development scale at the present stage,mainly due to the lack of investment in rural areas and the lack of effective financial guarantee.In order to increase financing channels for farmers,inject vitality into modern agricultural development and activate land,a rural "sleeping" asset,China launched a pilot project of mortgage loan for rural contracted land management rights in early 2016.City L,as the first batch of rural contracted land management rights mortgage pilot cities,has early in 2013 began to explore land contracted management of mortgage loan work,at the same time to ensure that agricultural land mortgage work smoothly,spearheaded the land approval registration work,provided the agricultural land mortgage data support and reference.At present,mortgage loan for contracted management of rural land has been implemented in L city for more than 3 years,which has met the capital demand of farmers,improved the scale operation level of modern agriculture,and promoted the deepening reform of land finance.However,there are still some problems such as lack of feasible and effective institutional basis,low market participation enthusiasm,difficulty in determining the value of collateral,and difficulty in the disposal of land contract and management right,which need to be further explored and improved.Therefore,this paper studies the development of land contract and management rights mortgage loan business in L city through relevant data,field visits,etc.,deeply analyzed the characteristics of local land contract and management rights mortgage lenders is given priority to with agriculture commercial bank,loan subject is given priority to with the cooperative,the loan amount increase year by year,business is mainly focused on the active economic town,summarized the the main practices and experiences of local rural land approval to register,the strict loan process of land contract and management right,strengthening the loan portfolio risk prevention and control,taking portfolio lending.Combined with the actual,putting forward advice to construct the perfect legal system,establish the mature land market mechanism,optimize the external environment to promote the contracted management of rural land and the ownership and management separation,to active the property attribute of the land usufructuary right extremely,and then it can crack guarantees,financing difficulty of farmers,promote the rural financial products and financial service innovation,finally provide financial support for the development of modern agriculture and rural areas and funding.
