Usually the traditional human resource recruitment and selection in the multi use job description and intelligence test and occupation tendency measurement etc.,but the reality of the practice of human resource management,the actual performance of the general staff of the organization more focused,and the performance is often associated with intelligence and occupation tendency of weak correlation,and performance with the actual work ability is strong,and if a person is competent for the work ability and potential ability are more closely related,so the "competency" has become a more effective measure.In recent years in the research areas of human resources,the competency model is the theory attention workers and management practitioners,how to make the work of human resources and material resources,the development of enterprises,enterprises more,makes the study of human resources management practitioners and researchers began paying attention to the construction of competency model,and the recruitment and application of each module the development,selection,and training in the organization of staff performance management and salary management etc..The characteristics of the R&D management of communication enterprise in the analysis,in order to solve the difficult transformation of R&D managers from technology to management,use of relevant theories and methods,according to the characteristics of R&D management role of different positions to construct each level requires the use of the development of the company's management leadership competency model,and based on the competence the output force model of human resource management application,put forward IDP application method of talent cultivation and development.
