Research On The Effects Of Market Transfer Pilot For Rural Collective Commercial Construction Land In The Three Northeastern Provinces Of China

Land system is the basic system of a country.The reform of the land system will play an important role on the development of the national economy and society.At present,the reform of the rural land system carried out in China,which can promote the overall development of urban and rural areas and building a moderately prosperous society in all respects,is a new exploration of land-use management methods and will play an important role in cracking down the dual system of urban and rural areas,.The reform of the land system involves the adjustment of interests at all levels and involves the revision of national laws and regulations.In order to promote the reform prudently and steadily,Haicheng City in Anshan City of Liaoning Province in the northeast region,Jiutai District in Jilin City in Jilin Province and Anda City in Suihua City in Heilongjiang Province were identified as the first batch of rural collective construction land market transfer reform pilot.This paper focuses on the exploration of three market transfer pilot for rural collective commercial construction land in the northeast region to explore the market transfer pilot,through the three pilot areas to find out the stock of land conditions,the pilot work carried out around the organization,market transfer approach,income distribution,satisfaction survey of every party involved in the reform.In this paper,we chose the three regions as the analysis object,analyze the reasons that affect market transfer pilot for rural collective commercial construction land and summarize the characteristics of the three pilot regions by analyzing the similarities and differences between the three regions.At the end,we put forward relevant opinions and suggestions for the next step of market transfer pilot for rural collective commercial construction land.The main conclusions of this paper are listed as follows:(1)The history,current situation and basic information of rural collective commercial construction land in pilot areas were initially identified,and the differences between different regions were compared.It is believed that the potential for land use is relatively large in the reform of market transfer pilot for rural collective commercial construction land in Northeast Region of China,and market transfer pilot for rural collective commercial construction land can play an important role in promoting local economic development,improve farmers' income and save intensive land.(2)The main approaches to market transfer pilot for rural collective commercial construction land are summarized.It is considered that there are advantages and disadvantages of local market transfer,adjusting market transfer and rectifying market transfer.In the specific implementation process,the combination of government,rural collective organizations and farmers' interest's distribution of demand and the implementation of the situation,choose the right way to make market transfer come true.(3)Analyzing the distribution of interests.The main body of the distribution of interests and the distribution proportion was analyzed.The core of distribution of interests is to protect the interests of the government,farmers and collective economic organizations and protect right to be informed and social supervision right for farmers.
