Along with the transformation of township enterprises and the promotion of industrialization and urbanization in China,the amount of urban construction land is decreasing day by day,and the circulation of collective construction land is becoming increasingly frequent.Because the land markets of rural and urban are separated from each other,unlike urban land,rural collective land is in a state of invisible transaction,which is difficult to protect the rights and interests of both parties in the transaction and greatly limited the role of the price mechanism in the circulation of collective construction land.Therefore,it has become a top priority to regulate the circulation of collective land and establish a unified urban and rural construction land market.In the circulation of land use rights,land price is the key.At present,the state has not issued corresponding laws and regulations to guide the pricing of rural collective construction land,regulate and manage the circulation of rural collective construction land.It is necessary to evaluate the standard land price of rural collective construction land,which is one of the important technical means to regulate the circulation of rural collective construction land.Taking domestic and foreign research on standard land prices as guidance,this paper discusses the theoretical basis and related principles of standard land price evaluation for collective construction land,and explains the general situation of the research area on the basis of analyzing the development characteristics of northeast border cities,analyzing the particularity of Hunchun as the northeast border city.Based on the actual situation of Hunchun City,with the help of the Arc GIS software platform,the multi-factor comprehensive evaluation method is used to comprehensive grading of the collective construction land in Hunchun City;based on the grading results,suitable methods are selected for the evaluation of collective construction land price.Then,the standard land price correction system is compiled,and the evaluation results are compared and analyzed,providing a basis for land price evaluation,regulating the behavior of circulation market in rural collective construction land,and improving incremental land value of the rural collective economic organization.The main research conclusions obtained in the thesis are as follows:(1)The collective construction land in Hunchun is divided into five levels,which basically shows the characteristics of "large in the middle and small on both sides" in the area scale.In terms of spatial distribution,the location conditions of collective construction land at different levels are obviously different.(2)Through the analysis,the income reduction method,the residual method,and the cost approximation method are selected as the methods for the evaluation of collective construction land standard price.After evaluating the standard land price based on the grading results,it is concluded that: the highest price of commercial land is 485 yuan/m2,the lowest is 185 yuan/m2;the highest price of residential land is 337 yuan/m2,and the lowest is 158 yuan/m2;the highest price of public administration and public service land is 228 yuan/m2,the lowest is 148 yuan/m2;the highest price of industrial land is 189 yuan/m2,and the lowest is 139 yuan/m2.(3)After analyzing the results of standard land price assessment,it is found that the higher the land level is,the larger the difference between the standard land price for various types of land is.This law is related to the level location and is more in line with the actual situation of collective land use in Hunchun City.Moreover,the change in the standard land price of different grades of commercial land is the largest,while the change of industrial land is the smallest,and the sensitivity to the local conditions is commercial land> residential land> public administration and public service land > industrial land.(4)Taking Jingxin Town as an example,compared with the urban standard land price,the commercial land,residential land and industrial land are all lower than the corresponding urban standard land price more or less.After analysis,it mainly caused by the differences in the location,land development level,the degree of investment in public facilities and natural conditions.According to the principle of "same land,same price and same rights",the standard land price of the collective construction land in rural-urban fringe zone and urban land should be basically the same.
