A Pilot Study On The Market Of Rural Collective Commercial Construction Land

The reform of rural collective commercial construction land is an important part of the three pilot projects of rural land system reform.The reform firstly starts the pilot in the 15 areas all over the country,according to the actual work needs,the reform is expanded to 33 areas with the other two reform at the county level administrative regions,widely attention from all walks of life.The thirtieth me ting of the standing committee of the twelfth National People's Congress decided that the three pilot projects for the reform of the rural land system were extended to December 31,2018,which shows the importance of the pilot work.The reform of rural collective commercial construction land is conducive to the change of the dual system of urban and rural construction land,the promotion of urban and rural development and the construction of an overall well-off societyThis research carries on elaboration of basic concept combing the actual situation of the national pilot project to rural collective commercial construction land,the research is conducted in Haicheng Liaoning,focusing on the market situation,the main innovation point in the practice experience,work and so on.The research analyzes the current difficulties and problems,and also puts forwards the relevant suggestions,in order to provide a reference for future work.The conclusion of research is that:(1)preliminarily understanding the current situation and the base of the rural collective commercial construction land in the research area,which is considered to be carried out in an orderly way according to the overall reform requirements;(2)summarizing in the market main body,scope,approach of the rural collective commercial construction land,analyzing the advantages and disadvantages of the practical operation in the area,which is considered that the research area combines the actual situation,strengthens the government guidance and supervision,and chooses the more acceptable way for farmers;(3)analyzing the method of income distribution in the research area,study the distribution proportion and subjects in income distribution,which is considered that the reasonable income distribution mode is the fundamental guarantee for the reform of rural collective commercial construction land,in order to improve the happiness of farmers,studying feasible income distribution methods,and ensuring farmers' right to know and social supervision,etc.
