Research On China's City Real Estate Registration Management

Scattered registration mode has long been practiced in our country,in which the focus is on the real estate administrative examination and approval.In the real estate transaction protection,registration publicity,and other aspects of the social and economic boost has been weakened for a long time.At present,with more and more real estate transactions and the complexity of diversified transaction,the current difficulties facing scattered registration mode is gradually presenting itself.In order to encounter the adverse condition of scattered real estate registration,and "to protect the rights,be convenient to people,and to reduce the cost",a new pattern of real estate registration must be built.This not only plays an important role for the reform and opening up,At the same time,the improvement of the market economy system also has the function of promoting,and it is the necessary condition to construct the modern market structure.Besides,it is the basic effort for the implementation-of the proposal("establishment of natural resources assets management system"),which was put forward on the third plenary session of the 18th CPC Central Committee.The construction of new mode for real estate registration is a long-term and arduous task.At present,our country is in the transition period to uniformed registration of real estate.Under such a background,this paper analyzes the present situation and the disadvantages of scattered real estate registration.Beginning with the existing research achievements of the real estate registration theory,the paper gradually explores the evolution process of our country's real estate registration policy,with comparative analysis of the typical real estate registration cases at home and abroad.It mainly analyzes the adverse condition and reasons for Xi'an real estate registration,and draws lessons from foreign advanced experience.In order to decode the difficulties facing our country real estate registration,it discusses several key problems including unified legislation,integrated organization,the process,the book card copies and information platform.In this research,it is suggested that in order to build new mode of real estate registration,the following must be carried out:to unify legislation with clear and unified registration procedures;to integrate registration agencies and to form a unified real estate registration institution;to unify the realty register card style and content;to construct unified registration information platform,and to link various real estate registration process and data for the realization of information sharing.
