Study On Problems And Countermeasures Of Information Management Of Zhengzhou Real Estate Registration

The plan of The State Council’s institutional reform and functional transformation in 2013 proposed that a unified registration system for real estate should be established,and all regions should follow the national policies closely and take informatization and intelligence as an important means to improve the index of "registered property",running through the reform measures,so as to gradually standardize the registration of real estate.However,the overall linkage of real estate registration is restricted by the wide range of real estate registration,large business volume,complex service groups involved and high data mobility.How to improve the efficiency of real estate registration while ensuring information security,integrate "Internet +" and other modern thinking into real estate registration,and gradually establish a set of efficient,convenient and stable real estate registration information system,has become a topic worthy of attention and research.Zhengzhou Real Estate Registration Center,as the pioneer of the informatization reform of real estate registration,firmly grasped the development opportunity brought by the new generation of information technology such as big data and Internet,and made active exploration to promote the informatization and convenience of "registered property".In the process of development,it has exposed many problems and explored effective measures to promote information management,which is very representative in the national information management reform of real estate registration.Based on the theory of holistic governance,this paper expounds the feasibility analysis of applying holistic governance theory by combing the domestic and foreign literature on the information-based management of real estate registration.In zhengzhou city real estate registration information as the research object,through field investigation,analysis,induction,around the "organization structure,operation mode and management tool,the value idea" four dimensions,using survey data,interviews,analysis of problems existing in the informatization construction of zhengzhou city real estate registration,explore the causes of problems,and Suggestions are put forward.The research shows that zhengzhou government has some problems in promoting the informatization management of real estate registration,such as low integration of internal and external information sharing,low operation efficiency of information registration system,insufficient technical support for information management platform,and urgent change of the concept of serving the masses.Under the background of deepening the reform of decentralization,regulation and service,the paper proposes to optimize the organizational structure and realize the linkage of information sharing.Accelerate data integration and improve operation and maintenance management mechanism;Increase financial input and strengthen technical support system;Pay attention to the needs of the masses,improve the service security system and other suggestions,explore the road of efficient development of zhengzhou real estate registration information.
