Research On The Risk Factors And Countermeasures Of Social Capital In Quasi-operating PPP Project

Since 2014,the state has vigorously promoted the reform of PPP(Public-Private Partnership).With the introduction of relevant policies,PPP has risen to national strategic level,which is an important starting point for the economic development in the new era and even for national governance.As of June 2017,13554 PPP projects had been incorporated into the Treasury project library,and the total investment amount had been up to 16.4 trillion yuan.Among these projects,3966 were quasi-operating projects,with a total investment of 7.0 trillion yuan,accounting for 43.0% of the total investment amount of the projects that have been incorporated into the libraby.Quasi-operating PPP projects have long terms,high investments,low profits,complex participants,as well as public welfare and social effects,which makes the risk factors more complicated,and directly affect the investment enthusiasm and decision-making confidence of social capital in such projects.Thus,the risk control ability for it even determines the success or failure of entire PPP project.Therefore,this paper discusses the risk of quasi-operating PPP projects from the perspective of social capital,which is of great significance to the implementation and sustainable development of PPP model in China.Firstly,this paper combs through the current situation of PPP project risk research in the way of literature analysis;and on the basis of the theoretical research of PPP risk analysis,it forms the systematic cognition of the whole process of risk management.Through the case study of quasi-operating PPP project and the questionnaire survey,the risk identification from the perspective of social capital side is carried out,the risk factors of the identified quasi-operating PPP project are summarized and classified,and the evaluation index system of risks faced with social capital side is formed.Secondly,the influence degree of each risk factor is determined by expert scoring method.The weight value of each risk index is calculated quantitatively using the improved gray relational analysis method,and the weights of the risk indexs are sequenced by analyzing the weight calculation results.Finally,for risk factors with greater impact degree,from the perspective of social capital side,the risk response measures are put forward accordingly.And I hope this paper will provide some references for social capital side to participate in quasi-operating PPP projects.
