Coal is China's economic development and livelihood protection of the core energy and strategic resources in the international and domestic energy consumption in a very important position.China is a coal,less gas,lean country,the highest utilization rate of coal resources,is the basis of China's economic growth.China's coal resources distribution in the northeast,northwest and southwest,which determines the use of coal resources need long-distance transport,which gave birth to a huge coal logistics industry.Coal logistics industry is an extension of the domestic coal industry,has been its supervision "scattered" in the country more than 10 ministries,one tube,the tube for a period.Ordos is a coal-rich,located in China's coal "delta",the coal logistics industry in the city is an important part of the coal economy,is an important part of the coal economy to produce benefits.Based on the related concepts and theoretical basis of government regulation of coal logistics industry,this paper combs the concept of government regulation of coal logistics industry,government regulation and coal logistics industry.With the theory of externalities and market failure,supply chain theory,government regulation and market power paradox This paper analyzes the necessity and feasibility of the government regulation of the coal logistics industry from the theoretical point of view,which is the theoretical basis and logic of this paper.This paper analyzes the coal logistics industry in Ordos city of coal market and finds that the Ordos government,in the supervision of the coal logistics industry,has the same problem as the state and the Inner Mongolia Autonomous Region,There are problems in the supervision of the blind,the existence of the coal logistics industry can not effectively contain the external problems,behind these problems is the local government on the coal logistics industry supervision level is not high,the ability is not high and the effect Bad reason is that Ordos has not established a sound regulatory system,but also the lack of regulatory laws and regulations,the municipal level of regulatory enthusiasm and initiative is not enough,social regulation is not well involved in,for these problems and reasons,This paper puts forward some suggestions on how to improve the legal system of coal logistics industry in Ordos City,the unified system of government supervision and the development environment of Chuangyi coal logistics industry,with a view to making reference to the improvement of government regulation and level of coal logistics industry.
