The Study On The Relationship Between Scale And Structure Of Educational Expenditure And Economic Growth In Anhui

The competition of a country's comprehensive national strength can not be separated from the innovation of science and technology and the development of economy.As the source of modern economic growth,science and technology is an important force to promote economic development.Education is an important cornerstone for improving the science and technology level and labor productivity of the labor force,and promoting the rapid transformation of science and technology into actual productive forces.Education expenditure is the material foundation and capital guarantee to the development of the education,the development of education to improve the whole quality of workers,improve the quality of human capital accumulation,cultivating innovative talents of science and technology,so as to promote social and economic growth.Due to the scale and structure of fiscal expenditure on education directly affects the quality of the development of education,and then influence the speed of economic development,therefore,research on the relationship between scale and structure of educational expenditure and economic growth,improve the utilization efficiency of educational resources is of great practical significance.In this paper,the relationship between scale and structure of educational expenditure and economic growth of Anhui province as the research subject,the research status of the proposition at home and abroad is expounded,discusses the education finance,educational expenditure scale,educational expenditure structure,economic growth and other related concepts,and the human capital theory,educational economic theory,public product theory and the theory education finance etc were summarized,and linking the theory with the actual development of education and economy in Anhui Province.Then,the paper analyzes the scale of expenditure of education finance,the regional structure of expenditure,the structure of hierarchy,the use structure and the current situation of economic growth in Anhui Province from1996 to 2015.Through the concrete analysis,we can see that the total amount of educational expenditure in Anhui Province is still insufficient,the distribution of municipalities is not balanced,the proportion of tertiary education expenditure is unreasonable,the proportion of public funds in education expenses is relatively low,and the use of education funds is inefficient,all these problems have seriously affected and hindered the healthy development of education in Anhui Province,which willalso affect the economic growth.Then put the variable of education expenditure into the production function model,and use the Eviews7.2 software to carry on the empirical analysis the relationship between 1996-2015 education expenditure and economic growth in Anhui province,the results show that there is correlation between education expenditure and economic growth in Anhui Province,education finance is the Granger cause of economic growth,the elementary education expenditure contributed biggest on economic growth,etc.Finally,according to the existing problems at present stage of education expenditure in Anhui province and the results of empirical analysis,the countermeasures and suggestions on the scale and structure of Anhui province education expenditure is put forward,including guarantee fiscal priority input to the education career,to improve education expenditure scale,attracting various forms of capital investment,broaden the financing channels of education funds;To balance the education financial expenditure between the cities,rationalize distribution of the three levels of education expenditure,increase the proportion of public funds;Establish a scientific performance evaluation mechanism,strengthen the use of fine management and education expenditure budget,perfect the internal supervision mechanism of the education expenditure,through these suggestions,to make the limited educational resources in Anhui province into full play,and finally realize the education career and social economy health and sustainable development.
