Research On Performance Evaluation Of Expressway Construction Project

The expressway is the most effective means to solve the contradiction of the land traffic volume,safety and transportation speed.Compared with the general road,the expressway has the characteristics of fast speed,large capacity,high land utilization and good investment.With the rapid development of urbanization,people's travel demand is enhanced,and the dependence of regional economic integration on the transport facilities is also urgent.With the change of external environment,the cost of expressway construction is increasing.It's more difficult to achieve the management goals,such as reasonable investment,high quality control,good time limit,construction safety and honesty.How to establish a scientific and reasonable,comprehensive and strong performance evaluation system,and constantly strengthen the implementation of performance appraisal management efforts,is of great significance to solve the existing problems of expressway construction management.Based on the existing research results at home and abroad,this paper deeply analyzes the existing problems and the existing performance appraising system of AHGS company to identify the current lack of performance evaluation(The determination of performance indicators and evaluation standard are not rigorous.The performance evaluation deviates from organizational goals.There is no effective communication and instant feedback,and also low execution during the evaluation reward and punishment process).To solve theabove problems,this paper constructs new performance evaluation index system of expressway construction project from financial,customer,internal process,learning and growth based on the balanced scorecard.After comparing with the common calculation weight methods,this paper adopts the Analytic Hierarchy Process(AHP)to carry out the index weight.To enhance the feasibility of performance evaluation system,this paper also expounds the implementation of highway construction project performance evaluation system from the implementation of the principles,methods,results feedback and application,etc.According to the actual situation of AHGS Company,this paper,at the same time,put forward safeguard measures for the highway construction project performance evaluation from two aspects.One is the security measures in the process of construction,including cost control and quality management to ensure security.The other is the auxiliarysafeguard measures,including personnel security,system security,resource security,information security and publicity security.This paper constructed the performance evaluation system of expressway construction project theoretically,and then applied it to AHGS Company to prove that the performance evaluation system is feasible and scientific,hoping to improve the performance evaluation level of expressway construction management units,enhance project quality,save project investment so as to realize value increment of expressway construction project and better,safer and more convenient travel service for the citizens.
