The research on the Balanced Scorecard-based performance evaluation of railway construction project management agency is very important, because it can ameliorate the Chinese railway enterprises’management level, and improve their economic efficiency, and strengthen their comprehensive competitive advantage. At present, there has a huge gap between the Chinese railway construction project management agency and foreign enterprises about performance management. The main issues includes:there is lack of necessary rules and regulation of performance appraisal system, the process of performance appraisal isn’t rational, and the mechanism of performance appraisal isn’t perfect. So it is very urgent for deepening the theoretical research about performance management, and establishing an appropriate performance management system for railway construction project management in China.With literature research approach and empirical research method, the paper firstly analyzes the main issues and reasons of ineffective performance management in Chinese railway construction project management agency, from the viewpoint of the present situation in performance management. Secondly, depending on the different modes of railway construction project management, the paper explores the significant realistic meaning and the feasibility of the application of the Balance Scorecard-based performance management system of railway construction project management agency in China. Thirdly, taking the ZhangTan project headquarter as example, which belonged to Beijing Railway Administration, the paper illustrates the basic processes and the main steps of establishing the focus company’s Balanced Scorecard-based performance management system. The focus company’s performance management system includes three parts. They are the performance index system, the performance appraisal system and the performance communication and feedback system. The paper designs the weight of the critical successful factors and the key performance index using analytic hierarchy process (AHP).Finally, the paper examines the effectiveness of the focus company’s utilization of Balance Scorecard-based performance management system. And then discusses the problems that should be paid attentions to, in order to try to popularize the Balanced Scorecard-based performance management system in the general Chinese railway enterprises. And the same time, the paper provides the relative suggestions that benefit the Chinese railway enterprises effectively utilizing the Balanced Scorecard-based performance management system in the future.
